PERSONS WISHING TO ADDRESS THE BOARD: • Arey introduced officers Lucia Wroblewski and Tim Bradley to MnDOT State Bicycle Coordinator, Michael Jackson. They described the structure and operations of the Saint Paul Police Bike Patrol. It was agreed that the Police Bike Patrol is intrinsically well suited to promote bicycling in the city. • Reese spoke on behalf of Suzanne Stenson, an Upper Town resident, who is spearheading neighborhood efforts to influence streetscape improvements on Cliff Street scheduled for next year. One streetscape element included in Stenson's vision is striping bike lanes on Cliff Street. It was noted that bike lanes here would be an important link for bicyclists - connecting W. 7`h Street neighborhoods to the High Bridge bike lanes. The Saint Paul Transportation Plan calls for striping bike lanes on Cliff Street between W. 7`h Street and Smith Avenue. Arey requested the issue be scheduled for the January. ANNOUNCEMENTS: • Michael Jackson reported that he and MnDOT staffers recently made a presentation in Duluth to the Arrowhead Development Corporation on an innovative concept to utilize a"bike lift" to transport bicyclists up steep hills; there are many in Duluth. Such a device is now in use in Trondheim, Norway. Jackson said that, the federal "Idea Program" is a potential funding source for installing such technology. Newmark noted the "bike lift" may be applicable in various St. Paul sites, e.g., Ramsey Hill and Second Street. Jackson can provide a four minute video on the device for BAB's perusal on request. -1- B.A.B. Meeting: December 7, 1999 Minutes: Continued. AWARENESS et PROMOTION SEGMENT Ayd Mill Update: Falk reported that Public Works staffer,Mike Klassen became seriously ill at a critical time in • September. Therefore, the City did not submit a TEA-21 grant for constructing bikeways on Ayd Mill Road. Falk heard of Klassen's illness after the grant submittal due date had passed. She noted there is currently no staff back up for Klassen in Public Works. Falk suggested Arey write a letter to Public Works Director, Thomas Eggum, expressing disappointment over the City's failure to submit a grant for bike facilities on Ayd Mill Road. Olsen noted that more than 548 million in grant requests were submitted with only 64 million available for Minnesota. A discussion ensued on the chosen strategy to decouple bikeway construction in the Ayd Mill corridor from future roadway construction. Olsen opined that, road construction for Ayd Mill may not commence prior to the next solicitation for TEA-21 grants. It was suggested that funding bike trail construction as part of road construction, should that occur, may be a possibility. Fitzpatrick said there continues to be considerable citizen support for creating a linear park in the Ayd Mill corridor. A neighborhood meeting to explore various options is in the offing before the City Council takes up the matter in early 2000. University Avenue Bike Corridor Status: Michael Jackson provided a brief overview of his vision for a bikeway along University Avenue in the I-94 Corridor. Many feel this would create a valuable transportation link between downtown Minneapolis and downtown St. Paul. Jackson said the route on University Avenue between Rice Street and Berry Street (KSTP) is generally favorable for establishing bike lanes. The Minneapolis Bicycle Advisory Committee (BAC) has voted to endorse the project, but with four stated reservations, e.g., the interface with transit busses, future light rail. Spoonheim raised several issues relating to the subject. Firstly, University United is no longer opposed to constructing light rail along University Avenue. Therefore, LRT could become a reality, perhaps as early as 2005 - 2007. He noted that, in the past, the BAB has indorsed Como Avenue as the preferred "Minneapolis - St. Paul link"- largely because of traffic levels and air quality concerns. It was pointed out that in Toronto, San Francisco and other cities,bike lanes and LRT seemingly happily coexist. Newmark moved for the BAB to endorse and support the creation of a bicycle route along University Avenue to establish an alternative transportation link to Minneapolis, subject to the successful resolution of various specific issues, e.g., possible future construction of LRT on University Avenue, that may impinge on said project. The plan conceptually supported by the BAB includes striping bicycle lanes and installing appropriate signage. The BAB will collaborate with other stake holders such as, MnDOT, Ramsey County, the City of Minneapolis and the Saint Paul Department of Public Works to help facilitate construction of the bike route as warranted. Pedestrian /Bicycle Coordinator Update: Falk suggested there may be merit in meeting with Public Works Director, Tom Eggum, to explore a rationale for creating a city pedestrian/bike coordinator in St. Paul. It was pointed out that, the City is currently advancing many projects, e.g., Wabasha Streetscape Project, Kellogg Boulevard Streetscape Project, Como Avenue Bike Lanes Project, Ayd Mill Road, Shepard Road, Cedar Street Pedestrian Way, and others that would benefit from the watchful attention and stewardship of a ped/bike coordinator. Arey requested the issue be placed on the January agenda for further discussion. PHYSICAL DEVELOPMENT at IMPROVEMENT SEGMENT Como Avenue Bike Lanes Update: Arey detailed aspects of recent meetings relating to the Como Bike Lane Project; including meetings with Greg Felt(MnDOT) and Allan Torstenson (PED). Arey now believes the "language"used in writing the ISTEA grant will prove to be a substantial obstacle to constructing the project. He is hopeful MnDOT will give some indication of their flexibility in dealing with various"pinch points" along the route in the next several weeks. Wabasha Streetscape "Stencil"Update: Falk reported the Saint Paul Public Works Department chose the "Share the Road" stencil used on Wabasha Street because it replicates the stencil used by Minneapolis. John Maczko ( Traffic Operations)believes it is sensible to have"regional consistency" in such matters. Schroeder, who has reviewed the stencil, is of the opinion that, "the stencil looks pretty good in actual use." Kellogg Boulevard Streetscape Update: Arey has received Mayor Coleman's response to his October 5 letter in which Arey expressed concern that downtown construction plans seemingly fall far short of the goals stated in the Saint Paul on the Mississippi Development Framework and the Renaissance Project. Mayor Coleman does not suggest that current plans, vis a vis bicycle facilities, can easily be changed A discussion of the plan to incorporate the"share the road approach"on Kellogg Boulevard in 2000 ensued. All felt that relegating bicycles to mainline sidewalks was unacceptable. Arey wants to schedule a meeting with the Design Center,perhaps with Tim Agness or Lucy Thompson, as early as January 2000 to explore various options for providing dedicated bike lanes on Kellogg Boulevard and on other streets in downtown Saint Paul. He feels this is reflected in the Saint Paul Transportation Plan and is imperative to encouraging bicycle travel as well as to improve bicycle safety. Hewitt-Aldine"Bicycle Loops" Update: Falk reported that, the recommendations suggested by the BAB in November, vis a vis the bicycle loops on Hewitt Avenue, have been implemented by the Department of Public Works. Bike lanes have been striped, signs installed, and stencils applied to the Hewitt Avenue roadway. PROGRAMMING •& EVENTS SEGMENT Year 2000 Saint Paul Classic Bike Tour Update: Arey briefed the BAB on meetings that have taken place recently with representatives of the Riverfront Corporation and the Science Museum of Minnesota. At these meetings, using either Harriet Island or the new Science Museum Campus as the start/finish point for the 2000 Saint Paul Classic Bike Tour was considered. Arey said the logistics involved in moving the start to the either of the above locations - from the University of St. Thomas Campus (Summit Avenue and Cretin Avenue) -were formidable. Therefore,the Classic steering committee has decided the bike tour will return to the St. Thomas site again in 2000. The steering committee is still considering the possibility of moving the Classic's first rest stop from Crosby Farm parking lot(Shepard Road/Gannon Road)to the Science Museum Campus at Shepard Road and Chestnut Street. There could be considerable economies associated with such a change inasmuch as this could eliminate the need for rest stops at Overlook Park and the Indian Mound Park. OPERAfI NS SEGMENT 1999 Work Plan Tracking/Yr 2000 Work Plan: Reese distributed a packet soliciting input from BAB members for developing a Year 2000 work plan. Members were asked to submit the requested information in the envelopes that were provided. If the information is received in a timely fashion, Reese will rough out a draft work plan for consideration and discussion at the January meeting. Holiday Social: It was decided that the Annual Bike Board Holiday Social will be held on January 4, immediately following the regular monthly meeting.
