RE: Acquisition of Property Rights Phalen Boulevard Phase I: Mississippi Street to Payne Avenue The City of Saint Paul has proposed improvements along a route from Mississippi Street and Pennsylvania Avenue northeasterly up to and along the railroad right of way extending to Payne Avenue. The improvements would be part of the Phalen Corridor project being planned by the City to generate economic growth on the East Side of Saint Paul. In order to complete the improvements as planned, the acquisition of certain property rights will be necessary. Property rights you or your company have an interest in may be affected by this improvement and acquisition. Please refer to the enclosed map of your property, which highlights the portion the City proposes to acquire. A public hearing on this project has been scheduled and is described in the attached Public Hearing Notice. If the City Council approves the project, fair market value will be determined by a development appraiser for all of the property rights being acquired.
