A person can come to this one meeting and comment on Street Maintenance Assessments, Sewer Service Charges, and Water Service Rates, as well as the spending and service delivery plans for all City departments and offices,the Housing and Redevelopment Authority,the Saint Paul Regional Water Utility and the RiverCentre Authority. The Public Hearing on the proposed City and H.R.A. budgets and on H.R.A. Tax Increment Financing Plans has been set for Wednesday, November 7, 2001 at 5:30 p.m. in the Council Chambers, Room 300, Cityhall and Courthouse, Fourth Street and Wabasha. The notice for Public Hearing is attached to this e-mail. Comments and questions are welcomed for operating budgets, debt service budgets, capital improvements, re-development projects and tax increment financing plans. With valuable input from interested citizens, organizations and groups,the City Council/H.R.A. Board hopes to be able to consider additional options for being responsive to the service needs of Saint Paul residents and taxpayers. On September 12, 2001, the City Council set the maximum amount of property taxes it can levy for the 2002 services governed by the Saint Paul Mayor and City Council. That amount was the same amount as levied last year for 2001 services. Thus, if any new or higher level services are to be approved for 2002,the added cost would most likely have to be offset by reduction in other existing City services.
