Effective citizen participation is important for the City to grow and improve. Recent news stories about problems within a few district councils prompted the Planning Commission to begin conversations about how to improve and strengthen Saint Paul's citizen participation program. The Commission asked staff to review and summarize previous studies of the district council system in Saint Paul. The studies and the frequently identified areas for improvement are listed on the attached pages. Despite the numerous studies, over the 26-year history of Saint Paul's district councils,the system has never had a review that led to serious policy changes. In light of this information,the Planning Commission is holding a public hearing to engage all stakeholders in a preliminary discussion about what should and can be done to improve the district council system. We hope that participants will comment on the issues identified and others that seem pertinent, and especially on proposals for improving the system. Examples of successes are strongly encouraged. We also hope that participants will provide detailed ideas that go beyond "provide more funding." Sincerely, Larry Soderholm Planning Administrator Saint Paul Planning Commission Review of Saint Paul's District Council/Citizen Participation Program History The Saint Paul District Council system was established by the City Council in 1975. The mission statement of the Citizen Participation Process reads: The mission of the citizen participation process is to facilitate effective, informed and representative participation of citizens in government and self-help initiatives and to provide a channel for communication among citizens, elected officials, City department staff, and other relevant agency representatives. An additional policy statement reads: Citizen Participation is a process, not a structure. The City has a responsibility to develop a process that will ensure that everyone has the opportunity to communicate with city government, and further, that everyone is assured that they will be heard. This process cannot guarantee that there will always be agreement nor is it a substitution of one level of government for another or any other transfer of power. Past Studies Numerous studies have occurred but few made recommendations, and of the recommendations, very few were implemented. In fact, the district council system has functioned for 26 years and never undergone a thorough review that created policy changes. The studies reviewed thus far include: • Citizen Participation Task Force, 1987 City of Saint Paul • CURA Reporter, 1988 • Saint Paul Foundation Task Force on Neighborhood/Community Action, 1990 • League of Women Voters, 1996 • Center for Neighborhoods Funding for Neighborhood Organizations, 1998 • Center for Neighborhoods Funding Collaboratives for Neighborhood Organizations, 2000 Note: There are numerous other studies about community development corporations (CDCs) and the Early Notification system(ENS). SAINT PAUL CITY COUNCIL PUBLIC HEARING ON WEST SIDE FLATS MASTER PLAN AND DEVELOPMENT GUIDELINES The Saint Paul City Council will hold a public hearing at 5:30 p.m. on Wednesday, December 5, 2001 in the City Council Chambers, 3rd Floor City Hall, 15 W. Kellogg Boulevard, on the West Side Flats Master Plan and Development Guidelines. All interested persons are invited to attend the hearing and address the Council on this matter. Written comments are also welcome, and will be accepted until 5:30 p.m. December 5, 2001. Written comments should be sent to Lucy Thompson, PED, 1300 City Hall Annex, 25 W. Fourth Street, Saint Paul, Minnesota, 55102. For purposes of the Master Plan, the West Side Flats is the 45-acre area bordered by Wabasha Street, Plato Boulevard, Robert Street and the Mississippi River. It is planned to be redeveloped as a mixed-use urban village, eventually comprising approximately 1000 housing units in a range of types and prices, a 350,000 square-foot client services center for US Bank, several commercial uses, and a range of public spaces. The West Side Flats Master Plan and Development Guidelines document was prepared through a collaboration of the West Side Citizens Organization, the Neighborhood Development Alliance, the Riverview Economic Development Association, the Saint Paul Riverfront Corporation, the Saint Paul on the Mississippi Design Center, the City of Saint Paul (PED, Parks and Public Works), and representatives of JLT Group, the designated master developer for the Flats. The West Side Flats Master Plan and Development Guidelines is intended for use by developers, community-based organizations, City departments and agencies, architects, landscape architects, engineers, residents and business owners as they design both private development and public improvements on the West Side Flats. For example, City-regulated activities such as design of public infrastructure (streets, stormwater management areas and parks), site plan review, development agreements and public financing would require compliance with the Master Plan. Beyond these activities, community groups (such as WSCO, REDA and NeDA) and the Saint Paul on the Mississippi Design Center would base their review of development proposals on compliance with the document. Basically, the West Side Flats Master Plan and Development Guidelines would be the guidebook for all improvements in the neighborhood, and City staff, private developers and community organizations would be required to comply with it as they assume their various roles. The Saint Paul Planning Commission is recommending that the City Council adopt the West Side Flats Master Plan and Development Guidelines as the official master plan for the West Side Flats. In addition, it is recommending the following: 1. compliance with the Master Plan be required for all improvements in the neighborhood, including both private development and public space; and 2. the Notes on pages 53-56 (Blocks 16-19) be amended to add language that supports the inclusion of broader-market commercial uses in the buildings facing Wabasha Street as a way to invigorate Wabasha Street, meet greater West Side/city-wide/regional market demand, and improve Wabasha as a connecting spine between downtown, the riverfront and the West Side; and 3. while there is room for flexibility in implementing the standards in the Master Plan, the 0ILER proposed building heights be adhered to exactly as they are stated; and 4. variations from what is recommended in the Master Plan (other than building height) be reviewed against the myriad of goals that collectively define the new West Side Flats Urban Village; and 5. while the railroad tracks are still in place, adequate right-of-way be provided along the railroad corridor to allow for a pedestrian/bicycle path adjacent to the tracks; and 6. reasonable efforts be made to accommodate existing businesses on the Flats; and 7. staff from the Department of Planning and Economic Development and the Saint Paul on the Mississippi Design Center work with affected developers, City staff and community organizations to implement the Master Plan.
