PUBLIC HEARING
20. Proposed 1999 City and Housing and Redevelopment Authority(HRA)Budgets, City Service Levels,
and HRA Tax Increment Financing Plans.
Council President Bostrom noted that on August 12, 1998, Mayor Coleman recommended to the City
Council a proposed 1999 budget for the City of$485 million. After adjusting for fund transfers and
some required Year 2000 debt service, the proposed budget has a 1999 net spending plan of$390
million which is $2.2 million less than the spending authorized in 1998.
The proposed 1999 HRA budget is$19 million which is significantly less than the adopted 1998 HRA
budget of$80 million.
On September 9, 1998,the City Council set the maximum amount of property taxes that can be levied
for 1999. That amount was $63.8 million, the same amount levied for 1998 services.

The proposed levy for 1999 HRA is the same as the 1998 services. The maximum amount of property
taxes that can be levied for the HRA's 1999 budget was set at $1.1 million. Any new or enhanced
services are to be approved for 1999 by the City and HRA and a cost, most likely, would
have to be offset by reductions in existing services.
