Present - 6 - Benanav, Blakey, Bostrom, Harris, Lantry, Reiter Absent - 1 - Coleman(arrived after the consent agenda) CONSENT AGENDA (Items 1 - 23) Councilmember Benanav requested Item 5 be removed for discussion. Councilmember Harris moved approval of the consent agenda as amended. Yeas - 6 Nays - 0 FOR ACTION 1. Resolution - 99-146 - Accepting Federal Weed & Seed grant monies and establishing a budget to expend the funds in the Police Department. Adopted Yeas - 6 Nays - 0 9. Resolution - 99-147 - Accepting a grant from the Minnesota Department of Public Safety in which the Saint Paul Police Department will receive five Automated External Defibrillators, and authorization for Chief Finney to accept the defibrillators. Resolution - 99-148 - Accepting the offer of the Minnesota Public Facilities Authority to purchase a $4,600,000 Sewer Revenue Note of 1999, provide for its issuance, and authorize execution of the project loan agreement. Resolution - 99-149 - Authorizing the proper City officials to enter into an agreement with the Minnesota Department of Transportation for payment to the City of$8,426.85 for the purchase of landscaping materials to be used for a regreening project along Trunk Highway 94 from Kittson Street to Mounds Boulevard. Resolution - 99-143 - Recognizing the outstanding contributions made by Kathryn Paulson, Charles Skrief, and Dr. Robert Frame III to the City of Saint Paul's Heritage Preservation Commission (HPC). Councilmember Benanav moved to introduce a substitute resolution which corrected some minor errors in the original resolution. Yeas - 6 Nays - 0 Councilmember Benanav recognized the three members of the HPC who were present at the meeting and presented them with certificates. Councilmember Blakey also commended the three former members of the HPC for their work on the Commission. Councilmember Benanav moved approval. Substitute adopted Yeas - 6 Nays - 0 FOR DISCUSSION 24. Report by Gerry Strathman, Council Research Director, on employee survey of workplace conditions in the Police Department. (Requested by the Council on November 4, 1998, C.F. 98- 998) Gerry Strathman reported that the project is well underway, a consultant was selected, and Council Research has been working with the Police Department and their respective bargaining units in the development of the questionnaire which is near completion and should be ready to be administered sometime in March. The final results are expected to be available in April. 25. Resolution - 99-74 - Approving the appointment of Harold Fotsch, by Mayor Coleman, to the Saint Paul Planning Commission. (Laid over from January 27) Councilmember Benanav moved approval. Adopted Yeas - 7 Nays - 0 26. Resolution - 98-1142 - Approving application for a Malt Off Sale License by Abdulhadi K. Abrahim, dba Mona's, 920 Selby Avenue. (Legislative Hearing Officer recommends approval with conditions) (Laid over from February 3) Councilmember Blakey reported that a neighborhood meeting was going to be held on this issue on February 18, 1999 and he moved a one week layover. Second Reading - 99-136 - An ordinance prohibiting the use of the City's traffic signal preemption and priority systems by unauthorized persons, and providing authority for such use by authorized operators of emergency vehicles and public transit service buses. Council President Bostrom stated there was an amendment to the ordinance which removed the public transit service buses and will only deal with the emergency vehicles. Amended and laid over to February 24 for third reading/public hearing 28. Second Reading - 99-137 - An ordinance amending Council File 98-766 relating to study of pawnshops. Laid over to February 24 for third reading/public hearing 29. First Reading - 99-162 - An ordinance to amend the Zoning Code relating to the location of pawnshops.
