Resolution - 99-429 - Creating the classification specification and rate of compensation for the position of Library Training and Organizational Development (OD) Coordinator. Adopted Yeas - 5 Nays - 0 17. Resolution - 99-430 - Authorizing transfer of seven houses acquired as part of Phase I of the Hoyt- Montana Flood Remediation Project to the Saint Paul Housing and Redevelopment Authority. Preliminary Order - 99-431 - In the matter of sidewalk reconstruction on both sides of Plum Street from Bates Avenue to Maple Street; the east side of North Ruth Street from Conway Street to East Third Street; both sides of James Avenue from Fulton Street to View Street; and both sides of View Street from Randolph Avenue to James Avenue, and setting date of public hearing for June 23, 1999. Resolution Approving Assessment - 99-432 - In the matter of summary abatements (property cleanup) during the month of April 1999, and boarding up of vacant buildings during the month of March 1999, and setting date of Legislative hearing for July 6, 1999, and City Council hearing for July 14, 1999. (File #J9903A, J9903B) Adopted Yeas - 5 Nays - 0 FOR DISCUSSION 20. Resolution - 99-433 - Approving the decision of the Legislative Hearing Officer on Property Code Enforcement Appeals for property located at 910 Forest Street. (Laid over from May 12) Councilmember Lantry moved to deny the appeal. Adopted as amended Yeas - 5 Nays - 0 21. Resolution - 99-434 - Supporting a petition calling for the creation of a task force on global warming in Minnesota, or alternatively, the development of a generic environmental impact statement on greenhouse gas emissions and climatic change in Minnesota which has been submitted to the Minnesota Environmental Quality Board by Minnesotans for an energy-efficient economy. Jay Drake Hamilton, Minnesotans for an Energy Efficient Economy, appeared and stated this is a coalition of 14 groups who promote renewable energy and energy efficiency in order to spur local economic development and improve the environment. Ms. Hamilton asked the City Council to support a petition submitted in September for climate change. She showed slides to the Councilmembers and explained climate trends in Minnesota. Councilmember Blakey moved approval and stated it would be important for the Council to show some leadership in this area. Adopted Yeas - 7 Nays - 0 22. Report from the Administration on the progress of implementation of the Metropass Program. (Requested by Council on May 5, 1999; C.F. 99-394) Joe Reid, Office of Financial Services, stated this is a program that provides a benefit to employees of the City who ride the bus and work downtown. A letter has been prepared which will be sent to all unions next week laying out the details of the program and how it would affect union membership. He will be asking if there are any items in the letter or any parts of the proposal that the union May 19, 1999 City Council Summary Minutes Page 4 representatives want to discuss. When all the unions have signed the memorandum, the Metropolitan Council will be contacted and the implementation process can began. Councilmember Benanav asked if it could be implemented prior to August 1. Mr. Reid responded that it is a permanent card with a photograph and imbedded information on it. The State Department of Pollution Control has become a participant also. All state employees in the downtown area as well as the Science Museum may be included. ORDINANCES 23. Final Adoption - 99-273 - An ordinance amending Saint Paul Legislative Code Chapter 310 to increase the Automated Pawn System Billable Transaction Fee to reflect enforcement costs. (Laid over from May 12 for final adoption) Councilmember Coleman moved to lay over two weeks. He is waiting to get something in writing from the Police Department as they had requested that this matter be withdrawn. Laid over to June 2 for final adoption Yeas - 7 Nays - 0 24. Third Reading- 99-396 - An ordinance finalizing City Council action approving a petition for Friends School of Minnesota to rezone property at 1365 Englewood Avenue from RM-3 to OS-1 to allow expansion of the existing school. (Public hearing held October 28, 1998) Laid over to May 26 for final adoption 25. Second Reading - 99-416 - An ordinance finalizing City Council action approving the application of Michael Nadeau to rezone property at 377 West Maryland Avenue from B-3 to R-4 to reflect current use of the property. (Public hearing held January 27, 1999) Laid over to May 26 for third reading 26. Second Reading - 99-417 - An ordinance finalizing City Council action approving the application of Cayuga Street, LLC to rezone property at 199/201 Cayuga Street from RT-1 to I-1 to allow development of surface parking. (Public hearing held January 27, 1999) Laid over to May 26 for third reading Suspension Item Councilmember Harris moved for suspension of the rules and approval of the following resolution: Resolution- 99-435 - Accepting the gifts of transportation, food and beverages for the Taste of Minnesota promotional visits to honored cities on May 20-21, 1999. Brian Young, City of Saint Paul Tree Trimmer Councilmembers have received a copy of the principles from representatives of Labor stated Council President Bostrom, and they should be referred to the Administration. Councilmember Lantry stated the communication lines between the Mayor and the unions need to be opened. Compete Saint Paul will not succeed without communication. Councilmember Lantry moved to refer this report to the Administration and that they report back to the City Council in three weeks. Councilmember Blakey stated he does not support going forward until the articles of participation are looked at. Mr. Bostrom responded that nothing will be fmalized until the Council acts on it.
