ADMINISTRATIVE ORDER, in the matter of the requirement of the City of Saint Paul
restricting travel advances to City employees only, unless mayoral approval is received; and
WHEREAS, the Department of Health & Human Services has requested that Urban
Health Initiative grantees send the project director and a board member to attend the Spring
Conferences for the Rural and Urban Health Program in Region V, in Chicago, Illinois,
April 13, 1981 through April 16, 1981; and
WHEREAS, the Model Cities Health Center Project is an Urban Health Initiative
grantee; and
WHEREAS, James Kirk, Model Cities Health Center Advisory Board Chairperson, is
• not a City employee; therefore be it
ORDERED, That the City of Saint Paul, through its Mayor, approves an advance
of travel funds of $458 to James Kirk for attendance at said conference.

PURPOSE AND RATIONAL? FOR THIS ACTION: -
Our Model Cities Health Center (MCHC) Project is a recipient of an Urban Health -
Initiative (UHI) grant from the Department of Health & Human Services (HHS). HHS is presenting
a conference for all UHI recipients in this region and has recommended that the project director -
a nd one member from the project's board attend. Mr. James Kirk is the MCHC Advisory Board
Chairperson. Since he is not a City employee, we are requesting by Administrative Order that
he'be advanced travel monies to attend this conference
