Gentlemen:-
Pursuant to instructions of the Committee on Streets of the
Board of Aldermen, I transmit herewith proper form of resolution for the
vacation of the alley extending from Pascal avenue to Albert street, in
Block 1, Boulevard Addition, upon p.. tition of Otto Bremer and others; the
compensation being fixes at the sum of Ten Dollars and the expenses of the
proceeding, and reserving the right to the Chicago, Milwaukee & St . Paul
Railway Company, and others maintaining and operating tracks upon any por-
tion of the alley, to maintain and operate such tracks .

Gentlemen:-
An application is now pending before you to vacate the alley
in Block 1 of Boulevard Addition . There is a spur track of the Chicago,
Milwaukee e St . Paul Railway Company crossing this alley, which spur
track connects up with the plant of the White Enamel Refrigerator Com-
pany.
The Board of Water Commissioners has recently bought Lot 13 of
Auditor ' s Subdivision 7c . 27 for a storage yard and desires to construct
a spur track into said Lot 13, connecting with the spur track crossing
this alley, as before mentioned . It has been trying for six months to
make the necessary arrangements with the White Enamel Refrigerator Com-
pany to connect up with its spur track, and has finally been told that
the Refrigerator Company has no interest in the property upon which the
track is located .
I would recommend that this vacation proceeding be held up,
and all other vacation proceedings in this locality, until we can de-
termine who does own this spur track and until we can make the necessary
arrangementsSTfQr the Board of 'dater Commissioners to connect therewith .

In the matter of the application for the vacation
of alley, extending from Pascal Street to Albert Street
in Block One, (l)` Boulevard Addition to the City of
St . Paul, Minnesota .
To the Honorable, the Common Council
of the City of St . Paul, Ramsey County, Minnesota.
Gentlernen:-
Your petitioners respectfully represent, that they are
collectively the owners of twenty one lots, abutting on each side of
alley extending, through Block one, Boulevard Addition to the City
of St . 'Paul, Minnesota, and which said twenty one lots is more par- .
ticularly hereinafter described, all being in Block one, Boulevard
Addition , and which said alley was duly dedicated to the use of the
Public, as appears by the files, records and plats on file in the Of-
fice of the register of „eeds in and for the County of Ramsey and
State of Minnesota, and all of which is shown on the map, hereto at-
tached and hereby made a part of this petition and marked exhibit
"A"
That said Block one, and the adjacent property is situated
in the heart of the industrial and manufacturing part of the Midway
District", and that same is not used for residence purposes . That
spur tracks traverse said tract and adjacent property, connecting with
main Railroad lines in said neighborhood, and that said Block one , in
order to be , sed for the only purpese it can be used, namely industrial
and manufacturing purposes, and in order to assit in the development
of said block and adjacent property, your petitioners deem it necessary
and expedient that said alley be vacated and title thereto vested in
said petitioners and abutting property owners, thereby permitting
said alley to be used for trackage purposes.

WHEREFORE your petitioners pray said Council to adjudge and de-
cree that said alley extending through Block One, Boulevard Addition
to the Cit„ of St . caul, Minnesota, according to the recorded plat
thereof on file and record in the office of the Register of Deeds
of Ra'.nsey County, Minnesota. be duly vacated and the title to the same
a
dier- vested in your petitioners and abutting property owners,
and that the public have no further right or interest therein and for
such other and further relief as may be proper herein.
