Seamer, Valuation Engineer DATE: April 20, 1955 SUBJECT: Petition of Board of Education for vacation of all alleys in '` Block 3, Hazel Park, except that part of the alley running in a southeasterly and northwesterly direction and adjacent to Lots 2 through 10 in said block. Subject alleys are 16 feet wide, comprise sections of three alleys to- taling 640 feet in length, and lie in the site of the Ames School_ in the major portion of the block bounded by Ames Avenue, Case Avenue, and Flandrau Street. To alleviate the inconvenience of a dead-end alley the petitioner offers to provide necessary easements for a turn-around at the end of the re- maining alley. Petitioner also offers to provide necessary drainage re- lief. The City of St. Paul owns all of the land abutting the alleys to be va- cated, none of which has ever been improved. The alley running south- easterly and northwesterly has been blocked since the construction of the Ames School building, and in my opinion the remaining portion of this alley will serve all of the privately owned lands remaining in the block to the same degree that they have been served since the school was built. I recommend that the petition be granted subject to the follow- ing conditions: 1. That petitioner be required to pay compensation in the amount of $1.00; 2. That bond to be furnished by petitioner be in minimum amount if any is required; 3. That petitioner dedicate for purposes of a public alley turn-around the land described as follows: that part of the northeasterly 24 feet of Lot 32, Block 3, Hazel Park, measured at right angles with the alley, and lying between the extended northwesterly and southeasterly lines of Lot 10 in said Block 3. -2- April 20, 1955 !t. That petitioner shall pay the cost of improving the turn- around required to be dedicated for alley purposes in Con- dition No. 3 and shall at its expense provide drainage re- lief in the turn-around, if and when the Council orders the turn-around to be improved or orders the drainage re- lief to be provided.
