ADMINISTRATIVE ORDER, That pursuant to City Council Resolution
No. 265185 the City is to acquire Lots 28, 29, 30 and 33, Block
3, Denslow; s Addition to the City of St. Paul, for the purpose
of widening Dale Street, condemnation proceedings having been
initiated by the City Attorney' s Office by the filing of a petition
in condemnation requesting the appointment of commissioners by the
District Court, and the owners of this property being willing to
relocate their facility subject to their constitutional and statu-
tory rights to receive due and just compensation for the property,
the proper City officers are authorized and directed to execute
the attached agreement between the City and the owners of the above
described property, Mid-West Spring Manufacturing Company, the
agreement providing that the City will immediately pay to the owners
the City' s appraised value of the property and that the owners will
immediately convey title to the property subject to their right to
retain possession of the facilities and property until the new
building is completed and to turn possession over to the City no
later than April 1, 1977, and further providing that the City will
continue to acquire title through eminent domain proceedings and
preserving the rights of appeal from the commissioners' award to
both the City and the owners, a copy of the said agreement being
attached hereto and approved as to form by the Assistant City Attorneys
