ADMINISTRATIVE ORDER, In the matter of opening and extending SUBURBAN AVENUE from
Kennard Street-Burns Avenue Intersection to White Bear Avenue and FLANDRAU STREET from
Suburban Avenue to Interstate Highway No. 94 (Hudson Road) , City Project No. P-0591 as
follows:
Open, extend, grade and pave; construct concrete curb and gutter; construct street, alley
and driveway returns; construct storm sewer and drainage facilities; construct sanitary
sewer and service connections; construct sidewalks; construct ornamental lighting system;
construct semi actuated traffic control system; landscape boulevards and do all other
work necessary and incidental to said improvement.
Also, acquire easements in the lands as necessary for slopes, cuts and fills, including
right of removal of lateral support from subject lands or remainder thereof, occasioned
by excavations thereof or construction of slopes, in the opening, grading and paving of
SUBURBAN AVENUE from Kennard Street-Burns Avenue intersection to White Bear Avenue and
FLANDRAU STREET from Suburban Avenue to Interstate Highway No. 94 (Hudson Road) .
Also, acquire permanent easements for street and highway purposes on, over and across
the following described lands all situated in that tract of land known as the SE4 of
the SE4 of Section 34, Township 29 North, Range 22 West:
• An 80 foot wide strip of land lying west of White Bear Avenue, north of Burns Avenue,
and east of Kennard Street, the center line of which 80 foot wide strip is described
as follows: Beginning at the point of intersection of the east line of said Section
34 and a line 350 feet north of and parallel to the south line of said Section 34
(being the westerly extension of existing Suburban Avenue) ; thence west along said
parallel line a distance of 859.92 feet; thence southwesterly along a curve to the
left, tangent to the last described line, having a radius of 300 feet and a central
angle of 50 degrees, a distance of 261 .79 feet; thence southwesterly along a straight
line tangent to said curve a distance of 137.95 feet; thence southwesterly along a
curve to the right, tangent to the last described line, having a radius of 300 feet
and a central angle of 50 degrees, a distance of 261 .79 feet (more or less) to a
point and there terminating; said point being 30 feet north of the south line of
said Section 34 and 98.36 feet west of the west line of SE4 of the SE4 of said
Section 34.

Also, acquire permanent easement for street and highway purposes on, over, and across
that part of the hereinbefore described tract of land lying north of Burns Avenue,
east of Kennard Street, and southwesterly of a line described as follows: Beginning
at a point on the south line of said Section 34, 195 feet east of the west line of said
SE4 of the SE4 of said Section 34; thence northwesterly along a straight line to a
point on the west line of said SE4 of the SE4 of said Section 34, 210 feet north of
the said south line of said Section 34 and there terminating.
Also, acquire permanent easements for street and highway purposes on, over and across
that part of the hereinbefore described tract of land, lying west of White Bear Avenue
between Burns Avenue and Interstate Highway No. 94 (Hudson Road) and described as
follows:
Except the south 390 feet, the west 60 feet of the east 504.4 feet lying south
of and immediately adjacent to Interstate Highway No. 94 (Hudson Road) .
The report of the Department of Public Works is approved, and the Department of Finance
and Management Services is instructed to schedule a public hearing before the City
Council .
