The Director of the Department of Public Works is directed to investigate
the necessity for constructing Third Street from Mounds Blvd to Maple ST.
He is authorized to obtain surveys, prepare Preliminary Plans and make
cost estimates. If he determines that this project is necessary, he shall
submit these, along with his recommendations to the Mayor.
