The Director of the Department of Public Works is hereby authorized to
investigate the necessity for constructing a bituminous overlay on PINEHURST
AVENUE from Fairview Ave. to Howell St. , and on HOWELL STREET from Pinehurst
Ave. to Hillcrest Ave. He is authorized to obtain surveys, prepare preliminary
plans, and make cost estimates. If he determines that this project is necessary,
he should submit these along with his recommendations to the Mayor.
