authorized and directed to execute an Agreement between the City
and Twin City Open Door Fellowship, Seton Residence, Archie L.
Anderson and First Plymouth National Bank, owners of the premises
at 933 Carroll Avenue in the City of Saint Paul; said agreement
providing for the razing of the structures on the premises due to
their hazardous condition and the assessment of the costs therefor
against the land
