ADMINISTRATIVE ORDER, That the proper City officials are hereby authorized
to execute a contract with the Northwestern National Bank of Saint Paul providing
for the erection of a snow palace and its use by the general public during the
period of the 1974 Saint Paul Winter Carnival, said snow palace to be located
at or near the intersection of Como Avenue and Horton Street in Como Park.
