The Director of the Department of Public Works is directed to investigate the
necessity for constructing Kasota Ave. from 700' west of Snelling Ave. to
Snelling Ave. He is authorized to obtain surveys, prepare plans and make cost
estimates. If he determines that this project is necessary, he shall submit
these, along with his recommendations, to the Director of the Department of
Finance.
