D002646 Authorizing additional spending by the Division of Parks and
Recreation-Special Recreation Activities.

month one-year lease for storage and office space within Lexington

FOR DISCUSSION
17. Presentation by Allen Lovejoy, Department of Planning and Economic Development, on
the Snelling-University Capacity Study.
Allen Lovejoy, Department of Public Works, gave a brief presentation on the Snelling-
University Capacity Study. This area has been a continual growth of traffic going back 20
years and the growth will continue as the demand for access will increase once the new
Home Depot and bus site is developed. There were seventeen (17) alternatives in the
report which were narrowed down to three. The report will be taken to the public through
community meetings with the goal of getting consensus on whether to proceed with any
changes to this area and what option would be workable. They are hoping to report back
to the City Council this fall on their findings.
Councilmember Benanav raised concerns about the high cost for acquisition of existing
businesses to accommodate the three options chosen. He also stressed that what is done
at Snelling-University will be there for decades so it needs to be done right. He asked Al
Lovejoy the following:
• What impact does Ramsey County’s Pre-Engineering Federal proposal have
on this study? Al stated that this report was a placeholder.
• Carol Swenson e-mailed all of the Councilmembers seven questions regarding
the study and Jay would like Al to follow-up with her.
Councilmember Montgomery wants the option of elevated lite rail to free up space for
pedestrian and bike traffic below on Snelling and University and allow for two more
stops. John Maczko said that this will not free up congestion in the area which is the
purpose of the capacity study.
Councilmember Bostrom liked the ideas of tunneling under Snelling and University but
wanted to know if it is problematic because of major infrastructures already in place
(sewers, water pipes, etc.). John Maczko said the infrastructure could be changed but this
was looked at from a feasibility perspective overall.

18. Final Adoption – 07-212 – An ordinance amending the Charter of the City of Saint Paul
to place the City Clerk under the authority of the City Council. (Laid over from April 4)

19. Second Reading – 07-314 – An ordinance amending Chapter 200 of the Saint Paul
Legislative Code to disqualify certain individuals from licensing dogs.
Laid over to April 18 for third reading/public hearing
20. First Reading – 07-336 – An ordinance amending Chapter 33.07 of the Saint Paul
Legislative Code to clarify language requirements regarding fencing at a corner lot
location.
