Resolution – 08-495 – Requesting the 25 largest subprime mortgage lenders and servicers in the country to voluntarily agree to a three-month suspension on foreclosures of owner- occupied properties in Saint Paul. Resolution – 08-496 – Authorizing the Division of Parks and Recreation to use already budgeted funds for airfare, lodging and meals for the National Recreation and Parks Association accreditation team’s visit to Saint Paul on June 2-6, 2008 to re-accredit Saint Paul Parks and Recreation. Resolution – 08-497 – Authorizing the Division of Parks and Recreation to enter into a three-month agreement with Evergreen Community Partners, Inc. to provide services to the Dayton’s Bluff community. Resolution – 08-498 – Authorizing the Division of Parks and Recreation to expend City funds on appetizers for attendees at the Saint Paul Parks and Recreation Commission meeting to discuss joint interests and cooperation. Resolution – 08-500 – Authorizing the Department of Planning and Economic Development to apply to the Department of Employment and Economic Development for Contamination Investigation and Cleanup grants, and to the Metropolitan Council for Tax Base Revitalization grants for the Upper Rivoli Bluff Housing, Phalen Village Cub, Winnipeg, Commerce Building Phase II, Renaissance Box, Brewton, Mississippi Market, and Carleton Place Lofts Phase II Sites. Resolution – 08-502 – Authorizing the City to grant a stormwater easement to Ecolab, Inc. for a stormwater conveyance structure on the City’s Ecolab Plaza property. Adopted Yeas – 5 Nays – 0 21. Preliminary Order – 08-503 – In the matter of widening Clarence Street between Phalen Boulevard and Maryland Avenue, re-aligning Rose Avenue at Clarence Street, and all other necessary work to complete said project improvements, and setting date of public hearing for June 4, 2008. Preliminary Order – 08-504 – In the matter of improving the Downtown Skyway System by painting up to thirty-five city-owned pedestrian skyway bridges, pigeon proofing up to fifteen of said bridges, and all other necessary work to complete said improvement, and setting date of public hearing for June 4, 2008. [File No. 19061] Adopted Yeas – 5 Nays – 0 Later in the meeting, Councilmember Harris asked that a staff report be given on June 4, 2008 pertaining to the above Preliminary Order in the matter of improving the Downtown Skyway System. FOR DISCUSSION (Councilmember Thune arrived) 23. Presentation by Judge Bastian and Commander Iovino, Police Department Juvenile Unit, on the Juvenile Detention Alternatives Initiative (JDAI). A presentation of the JDAI was made by Sarah Walker - Director of Juvenile Services, Paul Iovino - SPPD Juvenile Unit, and Judge Gary Bastian. Upon question of Councilmember Carter, Ms. Walker explained the process of the Risk Assessment Instrument, and addressed racial disparities. At the question of Council President Lantry, Judge Bastian said both County and City law enforcement agencies are working together and are very much involved with the JDAI. Ms. Walker gave a brief overview of statistics showing female vs. male juveniles. May 14, 2008 City Council Summary Minutes Page 5 24. Resolution – 08-505 – Supporting the principles and goals of the Juvenile Detention Alternatives Initiative (JDAI) and committing to reducing disproportionate minority confinement and creating more effective, community- based alternatives to juvenile detention for children who do not pose a significant risk to public safety. Councilmember Carter moved approval of the resolution. Adopted Yeas – 6 Nays – 0 25. Resolution – 08-447 – Encouraging the United States Congress to support the passage and funding of HR 4461/S 2458, the Community Building Code Administration Grant Act of 2007. (Laid over from May 7) Councilmember Thune moved approval of the resolution. Adopted Yeas – 6 Nays – 0 ORDINANCES NOTE: AN ORDINANCE IS A CITY LAW ENACTED BY THE CITY COUNCIL. IT IS READ AT FOUR SEPARATE COUNCIL MEETINGS AND BECOMES EFFECTIVE AFTER PASSAGE BY THE COUNCIL AND 30 DAYS AFTER PUBLICATION IN THE SAINT PAUL LEGAL LEDGER. Final Adoption – 08-381 – An ordinance amending Chapter 376 of the Saint Paul Legislative Code to allow licensed taxi drivers from other cities to pick up in Saint Paul under certain conditions. Final Adoption – 08-382 – An ordinance amending Chapter 310 of the Saint Paul Legislative Code to outline fees for reciprocity event taxi licenses. (Amended on April 16) Councilmember Stark moved approval. Adopted Yeas – 6 Nays – 0 28. Final Adoption – 08-383 – An ordinance amending Chapter 40 of the Saint Paul Legislative Code to adjust the inspection points allocated to one and two family dwellings under Fire Certificate of Occupancy Classification System. Second Reading – 08-461 – An ordinance amending Chapter 409.06 of the Saint Paul Legislative Code to clarify signature requirements for seasonal outside services areas. Second Reading – 08-463 – An ordinance amending Chapter 200 of the Saint Paul Legislative Code to correct erroneous cross-references, to allow shortened leash lengths for dangerous dogs, and to make it a misdemeanor to fail to surrender animals which have been ordered to be seized. Second Reading – 08-464 – An ordinance amending Chapter 310 of the Saint Paul Legislative Code to clarify penalties and establish 2:00 a.m. closing license. First Reading – 08-506 – An ordinance memorializing City Council action granting the application of CSLK LLC to rezone property at 647 Victoria Street South, northwest corner at 7th Street, from R4 One-Family Residential to RM2 Medium-Density Multiple Family Residential in order to convert the existing residence to a duplex.
