Preliminary Order – 08-132 – In the matter of improving the area referred to as the Ivy- Kennard RSVP (Residential Street Vitality Project) by constructing new bituminous surface street with concrete curb and gutter, concrete driveway aprons and outwalks, boulevards landscaped with sod and trees, and a new lantern style lighting system, and doing all other necessary work to complete said project bounded by Arlington Avenue on the north, White Bear Avenue on the east, Ivy Avenue on the south, and Hazelwood Street on the west, and setting date of public hearing for March 5, 2008. Resolution Approving Assessment – 08-134 – In the matter of the assessment of benefits, cost, and expenses for summary abatements for boarding-up of vacant buildings during October and November 2007 [J0709B]; summary abatements (property cleanups) on private properties from December 31, 2007 to January 15, 2008 [J0801A]; providing weekly garbage hauling services from January 1 to 15, 2008 [J0801G]; demolition of vacant buildings at 595 Case Avenue during January 2008 [J0801C]; and setting date of Legislative Hearings for March 4, 2008 and City Council public hearings for March 19, 2008. Resolution – 08-135 – Accepting a proposal on sale of approximately $6,330,000 GO CIB bonds, Series 2008A. Bob Geurs, Office of Financial Services, referred to substitute detail pages distributed for Items 20 and 23. These are the end of winter bond sales, there were competitive bids, and these are very good rates, Geurs said Dave MacGillivray, Chair of Springsted and Associates, appeared and spoke on the results of the bond sales and reviewed the credit ratings. Councilmember Harris requested in the future that the Council be provided with the financial modeling prior to the meeting. He thanked Springsted, Mr. Geurs and Council President Lantry for their hard work and said St. Paul is a healthy foundational community. Councilmember Thune moved approval of the resolution with a substitute page. Adopted as amended Yeas – 6 Nays – 0 Abstention – 1 (Harris) 21. Resolution – 08-136 – Accepting a proposal on sale of approximately $12,500,000 GO Street Improvement bonds, Series 2008B. Councilmember Thune moved approval of the resolution with a substitute page. Adopted as amended Yeas – 7 Nays – 0 22. Resolution – 08-137 – Accepting a proposal on sale of approximately $10,510,000 GO Public Safety bonds, Series 2008C. Councilmember Thune moved approval of the resolution with a substitute page. Adopted as amended Yeas – 7 Nays – 0 23. Resolution – 08-138 – Accepting a proposal on sale of approximately $23,735,000 Sewer Revenue Bonds, Series 2008D. Councilmember Thune moved approval of the resolution with a substitute page. Adopted as amended Yeas – 7 Nays – 0 24. Resolution – 08-126 – Ordering the owner to remove or repair the building(s) at 1500 York Avenue within fifteen (15) days from adoption of resolution. (Laid over from February 6) (Legislative Hearing Officer's recommendation is forthcoming) At the request of Marcia Moermond, Legislative Hearing Officer, Councilmember Bostrom moved to lay over two weeks. Laid over to February 27 Yeas – 7 Nays – 0 25. Progress report by Marcia Moermond, Legislative Hearing Officer, concerning the rehabilitation of 763 Fuller Avenue. (C.F. 08-22 adopted by Council on January 9) Marcia Moermond provided an update on the rehab of this property stating work is commencing and going forward. She recommended it be laid over for 30 days for another update. Councilmember Carter moved to have another update from Ms. Moermond on March 12, 2008. Second Reading – 08-110 - An ordinance memorializing City Council action taken January 9, 2008 granting the application of Randolph Hill, LLC to rezone property at 1094 Randolph Avenue (block bounded by Randolph, Lexington, Juno, and I-35E) from RM2 Medium-Density Multiple-Family Residential and R2 One-Family Residential to TN2 Traditional Neighborhood.
