The meeting was called to order by Council President Lantry at 3:30 p.m.

outwalks, boulevards landscaped with sod and trees, and a new lantern style lighting
system, and doing all other necessary work to complete said project bounded by Dayton
Avenue on the north, Hamline Avenue on the east, Summit Avenue on the south, and
Snelling Avenue on the west, and setting date of public hearing for March 5, 2008. [File

weekly garbage hauling services from January 1 to 15, 2008 [J0801G]; demolition of

20. Resolution – 08-135 – Accepting a proposal on sale of approximately $6,330,000 GO
CIB bonds, Series 2008A.
Bob Geurs, Office of Financial Services, referred to substitute detail pages distributed for
Items 20 and 23. These are the end of winter bond sales, there were competitive bids, and
these are very good rates, Geurs said
Dave MacGillivray, Chair of Springsted and Associates, appeared and spoke on the
results of the bond sales and reviewed the credit ratings.
Councilmember Harris requested in the future that the Council be provided with the
financial modeling prior to the meeting. He thanked Springsted, Mr. Geurs and Council
President Lantry for their hard work and said St. Paul is a healthy foundational
community.

Councilmember Harris stated he needs to abstain from voting on this one bond
resolution as the firm he works for is a subsidiary of RBC Capital Market.

21. Resolution – 08-136 – Accepting a proposal on sale of approximately $12,500,000 GO
Street Improvement bonds, Series 2008B.

24. Resolution – 08-126 – Ordering the owner to remove or repair the building(s) at 1500
York Avenue within fifteen (15) days from adoption of resolution. (Laid over from

Bostrom moved to lay over two weeks.

25. Progress report by Marcia Moermond, Legislative Hearing Officer, concerning the
rehabilitation of 763 Fuller Avenue. (C.F. 08-22 adopted by Council on January 9)
Marcia Moermond provided an update on the rehab of this property stating work is
commencing and going forward. She recommended it be laid over for 30 days for
another update.
Councilmember Carter moved to have another update from Ms. Moermond on March 12,
