An ordinance amending Ordinance No. 7607, entitle •
"An ordinance fixing the duties and responsi-
bilities and the minimum qualifications for the various
classes of positions in the Classified Service of the City,"
approved February 13, 1935, as amended:
THE COUNCIL OF THE CITY OF SAINT PAUL DOES O :
Section 1. That Ordinance No. 7607, approved Feb ry 13,
1935, as amended, be and the same is hereby further amended by striking
out the following paragraphs:
"1. To furnish appointing officers with an official sc edule
containing all of the titles in the Civil Service. '
2. To give such a description of each position that y be
readily understood by the appointing officers, the emplo ees,
applicants for positions, and others interested in runic

and by substituting in lieu thereof the following:
z "1. To furnish an official schedule containing a de cription
of the duties of each class of positions in the Classified -ervice,

2. To give such a description of each class that . y be

"However, since it is in many cases impossible to se positive

ments from a superior. ",
and substituting in lieu thereof the following:
"The statement of duties-and responsibilities is a eral and
comprehensive description of the preponderant duties d
responsibilities embraced in the positions that are in class.
The level of responsibility is indicated by one of the fo owing
clauses, which are herewith defined:
Subject to administrative approval
An employee whose work is subject to administrative approval
is usually the head of a department or bureau, reap sible only
to an elective official. He makes plans and issues ectives for
the effective operation of the department within the 1 Its of
broad policies established by the elective head regar g the
scope and nature of the functions of the department o bureau.
Under administrative direction
An employee who is under administrative direction is usually
the assistant to the head of a department or bureau. 'Pursuant
to directions, he sees to it that the plans of the dep
atm
ent head
are carried out in accordance with established polici s. He may
take independent and unreviewed action as to the for ulation of
working plans and the devising and adoption of metholis to be
employed in carrying out plans and directions.
Under direction
An employee who is under direction is usually _the head of
a division of a department or bureau. In accordance Iwith
established regulations and policies, he performs work assigned

subordinates assigned to assist him.
Under supervision
An employee who works under supervision does rk in
accordance with established procedures or in accordance with
special instructions.

is hereby further amended by striking out the statements of duties and
responsibilities and the minimum qualifications for "Paver' and "Paving
Bedmaker", and substituting in lieu thereof, respectively, e following:
PAVER
"Under supervision, to lay bricks in the construction or repair
of street pavements; and to perform related work as assigned. "
"Good physical condition and two years' experience in th laying
of paving bricks."
PAVING BEDbsAKER
"Under supervision, to prepare sand cushion beds in th construction
and repair of brick paving; and to perform related w rk as
assigned. "
"Good physical condition, and two years* experience as a. paving
bedmaker or in the laying of paving bricks. "
Section 3. This ordinance shall take effect and be inlforce thirty
days after its passage, approval, and publication.
