An ordinance creating the position of Street and Highway
Engineering Coordinator of the City of Saint Paul in the
Department of Public Works, establishin the need for
this position, providing-th rtompensation o pa
therefore and prescribing the duties of said position.
This is an emergency ordinance rendered necessary for the
preservation of public peace, health and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
SECTION 1
The Council of the City of Saint Paul does find there is under
way in the City of Saint Paul and the surrounding area a greatly expanded
program of construction of streets and highways, resulting from Saint
Paul's United Improvement Bond Program, programs of the Minnesota Depart
ment of Highways undertaken pursuant to Public Law 627, Chapter 462, 84th
Congress, Second Session, the so-called Federal Aid Highway Act of 1956,
and the programs of general trunk highway and street development resulting
from the recent approval of Constitutional Amendment No. 2 which makes
available substantially increased funds for street and highway construction
within the City of Saint Paul and the adjacent area; that the nature and
scope of this expanded street and highway construction program will effect
�- radical changes in the form and organization of St. Paul's urban area;
that the vital interests of the City of Saint Paul and the vital interests
of many other public agencies at the federal, state and local level, as
well as the vital interest of many private institutions, groups and imdiv--
iduals will be affected by this expanded street and highway program:
That the implementation of this expanded street and highway construction
program in a manner consistent with the public interest of the City of
Saint Paul can only be accomplished by close liason among all affected
agencies and parties and a high degree of coordination of those activities
and programs of all affected agencies and parties which relate to street
and highway construction; that substantial monetary advantages will accrue
to the City of Saint Paul in the conduct of Saint Paul's United Improvement
Bond Program, and in the form of expanded federal financial assistance for
carrying out Saint Paul's Urban Renewal Program, if general street and
highway construction activities are closely coordinated with the Urban
Renewal Program and the United Improvement Bond Program: that this afore-
mentioned coordination can only be secured by the advance programming on
a continuing basis of all street and high way construction projects affect*
ing the City of Saint Paul; that to secure the required degree of
coordination of all activities relating to the street and highway construe.-
tion program affecting the City of Saint Paul, it is essential and to the
best interest of the City that a Coordinator be employed by the City and
be available, representing the City, to work with the Minnesota State
Highway Commissioner and all other individuals, agencies and groups, public
and private, and, that such pers.) a an Engineer experienced in
highway and street development; at further, the Council finds it is
essential that such a Coordinato should, and must, be fully conversant

with the programs of all the agencies of the City of Saint Paul, such
as the Port Authority, the Planning Board, the Housing and Redevelopment
Authority which require continuing liason and consultation so as to
assure the proper coordination of street and highway construction, with
the programs of these agencies; now, therefore, onihe basis of the find-
ings hereinabove made, and also on the finding there is no counterpart
for such a position in the Civil Service of the City of Saint Paul,
there is hereby created the position of Street and Highway Engineering
Coordinator for the City of Saint Paul in the Department of Public Works
of said city. That said position above referred to is expressly exempted
from the Classified Civil Service of the City of Saint Paul.
SECTION 2.
The duties of said Street and Highway Engineering Coordinator
shall include, but not be limited to the following:
1. Under the direction of the Commissioner of Public Works to
function as a staff advisor to the Commissioner of Public Works on all
matters relating to street and highway development.
2. To make a complete study of all preliminary reports and
final reports of the Minnesota State Highway Commissioner relating to
state trunk highways affecting the Cityof Saint Paul in connection with,
and also including, all extensions of and connections with Federal inter-
state highways.
3. To study and discuss with the Minnesota State Highway
Commissioner and other officials of the Minnesota Department of Highways
the program of work to be covered in such preliminary and final reports.
4. To review preliminary planning for various highways and
sections thereof, with specific attention to capacity, access and location.
5. To consult with the Department of Public Works, the City
Planning Board, Port Authority, Housing and Redevelopment Authority, and
other city agencies relative to those aspects of these agencies' programs
which are affected by street and highway development to the end that the
program of street and highway development is coordinated with the programs
of all other local public agencies affected.
6. To function on behalf of the City of Saint Paul as the
principal liason officer with the State Highway Department and to convey
on the behalf of said City recommendatins to the Highway Department re-
lative to street and highway development. Where changes are recommended
by any agency of the City of Saint Paul, said Coordinator shall discuss
such changes with the State highway engineers and endeavor to obtain
compliance or compromise in the public interest of the City of Saint Paul
if any disagteement does exist; If agreements cannot be reached in any
matter, such matter shall be referred to the Commissioner of Public Works
of the Cityof Saint Paul for such other and further action as he may deem
fit and proper under the circumstances.

7. To consult with the Commissioner of Aablic Utilities and
with the local transit company officials with regard to coordinating the
local transit system operation with the Federal and State highway build-
ing program.
8. To advise and consult with the Mayor and all department
heads relative to the planning, programming, and construction of street
and highway projects undertaken pursuant to the United Improvement Bond
Program of the City of Saint Paul for thepurpose of assuring that all such
street and highway construction projects will be properly integrated
with the Federal and State highway building programs.
9. To consult with the committees of all civic organizations
in an endeavor to keep these organizations informed about such highway
program and construction and the effect of the same on their interests
and those of the entire City.
10. To consult with the authorities of the County of Ramsey
relative to all such proposed State and Federal highway construction
programs to the end that such plans may be integrated *ith the County
highway program in the overall plans for street and avenue development
of the City of Saint Paul.
11. To make regular reports to the Commissioner of Public Works
covering the progress of street and highway development work affecting
the city and problems encountered, and at all times to keep the Commissioner
of Public Works fully informed of official actions taken by any public
organization or civic group relating to highway development affecting the
City of Saint Paul.
SECTION 3.
The Commissioner of the Department of Public Works is hereby
Iauthorized to appoint a qualified person to the position of, treet and
liiahway Engineering Coordinator, with the approval of the Council of the
City of Saint Paul, and such person so appointed shall serve at the
pleasure of the said Council of the City of Saint Paul and shall perform
the duties set out hereinabove and such other duties as may from time to
time be assigned or delegated to said individual by the Commissioner of
the Department of Public Works.
SECTION 4.
The annual compensation to be paid to the person appointed to
the position hereby created by the Council of the City of Saint Paul
shall be the sum of $15,000.00 per year, payable in twenty-four equal,
semi-monthly installments.
SECTION 5.
Inasmuch as this ordinance is necessary for the immediate pre-
servation of the public peace, health and safety of the City of Saint Paul

in this respect, that preliminary engineering, planning and programming
has already been initiated in connection with the nationwide highway
program authorized under the recent Act of Congress of the United States
herein referred to, and that it is in the public interest that the
Ht$et and Highway Engineering Coordinator of this City begin work at
once with the State and Federal authorities to the end that the public
interest of the City of Saint Paul be immediately and adequately pro-
tected, this ordinance is hereby declared to be an emergency ordinance
rendered necessary for the preservation of the public peace, health
and safety.
SECTION 6.
This ordinance shall take effect and be in force upon its
passage, approval and publication.
