That Ordinance No. 8822, approved October. 22, 1946, is hereby amended by striking therefrom paragraph 4 of Section 1 and by substituting in lieu thereof the following: "4. The permission hereby granted to the University of Minnesota shall be in effect for a period of twenty years from and after the date of passage of this ordinance; provided, however, that if the use of the tract above described for veterans' housing purposes shall at any time be discontinued in less than twenty years, the permission hereby granted shall also terminate." Section 2. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. Section 3. F. #137557 Extension On August 5, 1946 the Regents of the University of Minnesota requested that the City of St. Paul cooperate with the University in helping to provide housing accommodations for returned married veterans by permitting the proposed housing project for 234 families to connect to the City sanitary sewer and water systems. The above ordinance was passed on October 22, 1946 and was to be in effect for ten years, which ten-year period is now expired. The University respectfully requests that the permission for sewer and water connections be now extended for a further ten-year period from the present time. The University has recently let contracts for the first unit of permanent married students housing to be built in the area adjacent to Thatcher Hall just off Commonwealth and Cleveland Avenues North; but this unit, 'when completed, will not substantially relieve the need for con- tineine for some time the use of this original married veterans housing Project known as Grove East and located to the north of Hoyt Avenue at Cleveland. The Grove East project continues to be occupied by married vet- erans' families and there is a waiting list of applicants seeking accommo. dations as vacancies occur. The University has spent large sums of money in maintenance and capital improvements so that the standard of living may be kept up to serve this portion of the student body, The Regents of the University would appreciate very much the further extension of time for the use of the City sanitary sewer and water facilities, since the need still exists to continue this housing of married veteran students. No. 137957, being Ordinance No. 8822, approved October 22, 1946, the City Council granted the University of Minnesota permission to connect to the city sewer system a vet- erans' housing development adjacent to Hoyt and Cleveland Avenues and used for housing married veterans and students attending the College of Agriculture at the St. Paul Campus. The term of the ordinance was for a period of ten years from the date of passage. This department is in receipt of a request dated October 26, 1956 from Mr. W. T. Middlebrook, Secretary of the Board of Regents, for a ten-year extension. I am attaching hereto copy of letter addressed to Commissioner itrsitelli from Mr. Middlebrook. I am advised by Mr. T. L. Mears, in charge of housing and real estate facilities for the University, that this housing is essential for the operation of the St. Paul Campus. On October 26, 1956 the Secretary of the Board of Regents made a request, to the City of St. Paul Coniissioner of Public Works, that the period be extended for an additional ten (10) years to take care of the continued use of the housing project. On December 20, 1956, the City of St. Paul passed Ordinance No. 10902 granting a 10-year extension--to October 22, 1966--for the St. Paul sewer system serving the University of Minnesota veterans' housin. development.
