Superintendent employed by the City of Saint Paul
acting pursuant to instructions from or at the
direction of said Traffic Superintendent.
(uu) Traffic Engineer. Traffic Engineer shall
mean the so designated head of the Traffic Engineer-
ing Bureau of the Department of Public Works, acting
within and subject to the administrative framework
directed by the Commissioner of Public Works in all
matters described hereinafter, and shall include
all subordinates of said Traffic Engineer, employed
by. the City of Saint Paul,, acting pursuant to instruc-
tions from or at the direction of said Traffic Engineer.
(vv) Traffic Coordinating Unit. Traffic Coordinating
Unit shall mean the Traffic Engineer and the Traffic
Superintendent acting jointly.
(ww) Commissioner of Public Safety. Commissioner
of Public Safety shall mean the duly elected and
designated head of the Department of Public Safety
áf the City of Saint Paul, and any subordinate em-
ployes of said Department, acting pursuant to instruc-
tions or directions of said Commissioner.
(xx) Commissioner of Public Utilities. Commissioner
of Public Utilities shall mean the duly elected and
designated head of the Department of Public Utilities
of the City of Saint Paul, and any subordinate employes
of said Department, acting pursuant to instructions
or directions of said Commissioner.
Section 3. Section 8, Section 38, and paragraphs
(a), (c), (d) and (e) of Section 64 of Ordinance No. 7881,
as amended, are hereby epealed, and all other ordinances ,
or parts of ordinances ,, linconsistent herewith, are hereby
superseded.
Section 4. This ordinance shall take effect and be
in force thirty days after its passage, approval and
publication.

An ordinance amending Ordinance No. 788144 sort iiht:
"An ordinance regulating and controlling traffic,
riding, driving and travel in the streets of the
City of Saint Paul and providing punishment for
the violation thereof, and repealing all
ordinances and parts of ordinances inconsistent
herewith. This is an emergency ordinance
rendered necessary for the preservation of the
public peace, health and safety. ",
approved December 30, 1937, as amended.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 7881, approved December
30, 1937, as amended, be and the same is hereby further
amended by striking from Section 1 thereof the following
language:
"Section 1. The following words and phrases when
used in this ordinance shall, for the purpose of
this ordinance, have the meaning respectively
ascribed to them herein:", and by inserting in
lieu thereof the following language:
"Section 1 - 1. Establishment of a City Traffic
Committee. Recognizing the desirability and neces-
sity for a constantly improving program of traffic
safety in an effort to curtail the ever increasing
number of accidents, and to facilitate the movement
of traffic in the City of Saint Paul, there is
hereby established a City Traffic Committee, the
organization of which, together with its powers
and duties, are hereinafter prescribed.
Section 1 - 1 (a) Traffic Committee-Membership.
There is hereby established a City Traffic

Committee, to serve without compensation, consisting
of the Commissioner of Public Safety as Chairman,
the Traffic Engineer as Secretary, and as members,
the Commissioner of Public Works , or his designated
representative, the Commissioner of Public Utilities,
or his designated representative, the City Planning
Director, or his designated representative, the
Corporation Counsel, or his designated representative,
the Traffic Superintendent, and such otherCIty
officers and representatives of official or unofficial
organizations as may be determined and appointed
from time to time by the Mayor.

(b) Duties of Chairman of the Traffic Committee.
The Chairman shall fix the operating procedure
of the Traffic Committee, including the times and
places of meetings.
(c) Traffic Committee - Powers and Duties.
It shall be the purpose and duty of the Traffic
Committee to make a continuing study of traffic
activities , procedure, and problems in the City
of Saint Paul, to carry on an educational program,
designed to acquaint the public with traffic ac-
tivities, problems and procedures and to reduce
accidents in the City of Saint Paul, to supervise
the preparation and publication of traffic reports ,
to receive complaints and recommendations of the
public relative to traffic matters ,and to recommend
to the Council of the City of Saint Paul, to the
Traffic Engineer, and to the Traffic Superintendent
methods and procedures for improving traffic con-
ditions and the administration and improvement
of traffic regulations.
Section 1 - 2. Assignment Traffic Control Duties.
(a) Traffic Coordinating Unit. There is
established a Traffic Coordinating Unit which shall:
be composed of the Traffic Engineer and the Traffic
Superintendent, as those terms are hereinafter
defined, said Traffic Coordinating Unit having
such powers and duties as are hereinafter prescribed,
including, but not limited to, the keeping of
records of the official actions of said Traffic
Coordinating Unit, insofar as said Unit shall
deem necessary to effectuate the purposes and
intent of this ordinance.
(b) The Traffic Division and Enforcement
of Traffic Laws. The Traffic Division, as that
term is hereinafter defined, shall, as far as
practicable, enforce all traffic laws of this
City and of the State of Minnesota, applicable
to traffic in this City. Officers of said divi-
sion are authorized to direct and control traffic
in conformance with said traffic laws, provided,
however, that in event of a fire or other emer-
gency, to expedite traffic, or to protect and
safeguard pedestrians, officers of the Police
and Fire Departments may direct traffic as con-
ditions may require, notwithstanding the provi-
sions of said traffic laws to the contrary.
(c) Traffic Records. The Traffic Division
shall, insofar as is practicable, maintain records
of drivers ' violations and accidents. Such records
shall be available for use and study by the Traffic
Engineer.

(d) Traffic Control Devices. /Q
1) The Traffic Engineer, as far as practi-
cable, shall place and maintain City traffic con-
trol devices , except as hereinafter provided,
upon such highways and streets , as he may deem
necessary, to carry out and to make effective
the provisions of the traffic laws of this City
and State, and/or to regulate, warn or guide
traffic. He shall, before placing any of said
traffic control devices upon State trunk highways ,
first obtain the consent and permission of the
Commissioner of Highways. All such traffic con-
trol devices shall, as far as practicable, con-
form to the State Manual and Specifications.
2) The maintenance of electrically operated
traffic signals shall be the duty and responsibility
of the Police and Fire Alarm Bureau of the Public
Safety Department, except that timing of such sig-
nals shall be set or directed by the Traffic
Engineer.
(e) Roadway Surface Markings.
1) The Traffic Engineer is hereby authorized
and directed to designate and maintain, as far as
practicable, by appropriate devices , marks , or
lines , upon the surface of street or roadway at
intersections of streets and highways , pedestrian
crosswalks where, in his judgment, there is par-
ticular danger to pedestrians crossing such road-
way, and at such other places as he may deem neces-
sary and beneficial to traffic safety and control
in this City.
2) The Traffic Engineer is authorized and
directed to establish safety zones of such kind
and character and at such locations as he may deem
necessary for the protection of pedestrians.
3) The Traffic Engineer is hereby authorized
and directed to mark lanes for traffic on street
pavements in such manner and at such locations as
he may deem advisable, not inconsistent with the
traffic laws of this City and State.
(f) Turn Regulations.
1) The Traffic Coordinating Unit is hereby
authorized and directed to determine those inter-
sections or other places or locations at which
vehicles making a turn to the left or a turn to
the right, or both, constitute a serious hindrance
to traffic. • Upon such determination by the Traffic
Coordinating Unit, said Unit is hereby authorized
to prohibit any vehicle from making a turn to the
left or a turn to the right, or both, and when
such turns are prohibited, the Traffic Engineer
shall erect appropriate signs.

Parking Limitations. I O
) g
1) The Traffic Coordinating Unit is hereby
authorized to establish "No Parking Areas" upon
any public street or alley, or part or portion
of such streets or alleys where, in the judgment
of said Unit, the elimination of parking may fa-
cilitate the movement of traffic, reduce traffic
hazards , or eliminate a hindrance to traffic.
Upon the establishment of such "No Parking Areas" ,
the Traffic Engineer shall erect and thereafter
maintain as far as practicable, signs indicating
that no parking is permitted as such signs may
prescribe. Such "No Parking! designation shall
take precedence over and shall supersede prior,
designations of metered areas or limited time
zones. Whenever such areas involve State Trunk
Highways, the permission of the Highway Commis-
sion shall be secured prior to the erection of
any such "No Parking! signs.
2) The Traffic Coordinating Unit is hereby
authorized to establish "Limited Time Parking
Areas" upon any public street or alley, or part
or portion of such streets or alleys , where, in
the judgment of such Unit, the traffic and park-
ing situation justifies the establishment or
revision of parking time limits. "Limited Time
Parking Areas" are described as those areas within
which parking of vehicles is limited to a prescribed
length of time. No so designated "Limited Time
Parking Area" shall be in excess of 150 feet.
Such !Limited Time Packing Areas" shall take pre-
cedence over and shall supersede previous desig-
nations of limited time parking zones in the area,
whether the same shall have been established by
prior ordinances or otherwise.
(k) Parking Meters.
1) The Traffic Engineer shall, insofar as
practicable, erect and maintain parking meters in
accordance with the provisions of the Parking Meter
Ordinance of this City, Ordinance No. 8832, as amended,
except as otherwise provided herein.
(1) Stop, Warning, Regulatory, or other Signs.
1) The Traffic Coordinating Unit is hereby
authorized to determine and to designate those inter-
sections, or streets , or portions thereof, where
traffic or hazardous conditions necessitate the
erection of stop, warning or regulatory signs or
devices, and the Traffic Engineer is hereby author-
ized to erect appropriate signs to effectuate the
determinations and designations of the Traffic
Coordinating Unit.

2) The Traffic Coordinating Unit is hereby
authorized and directed to determine the course
to be followed by vehicles turning at intersec-
tions or elsewhere, and upon such determination
the Traffic Engineer is hereby permitted to place
markers , letters , buttons , or signs within or
11\ adjacent to intersections , or at other street
locations indicating the course traffic is to
follow.
(gig) Loading Zones.
1) The Traffic Coordinating Unit is hereby
authorized and directed to determine and desig-
nate the location of on-street freight loading
zones and, upon such determinations, the Traffic
,\ Engineer is authorized to place and maintain
appropriate signs and markings indicating the
same and prohibiting parking thereat other than
that permitted by said signs. The designation
of loading zones shall take precedence over any
existing parking control, whether by ordinance
or other action.
(h) Public Transit Stands.
1) The Commissioner of Public Utilities
is hereby authorized to establish bus loading
locations on public streets in such places in
such number as he shall determine to be of the
greatest benefit and convenience to the public.
2) Where bus loading locations have been
established by the Commissioner of Public Utilities,
the Traffic Engineer is hereby authorized and
directed to mark with appropriate signs and marki
ings bus stop zones at the curb as is necessary
and desirable on the basis of traffic movement
or safety. The designation of bus stops shall
take precedence over any existing parking control
whether by ordinance or other action.
(i) Taxicab Stands.
1) The Commissioner of Public Safety is
hereby authorized to establish taxicab stands
on such public streets, in such places, and in
such numbers as he shall determine to be of the
greatest benefit and convenience to the public.
2) Where taxicab stands have been estab-
lished by the Commissioner of Public Safety, the
Traffic Engineer is hereby authorized to desig-
nate with appropriate signs and markings taxicab
zones at the curb as are necessary and desirable
on the basis of traffic movement or safety. The
designation of taxicab zones shall take precedence
over prior designations of metered areas or limited
time zones , whether by ordinance or other action.

(m) Signs , Markings, or Devices to to U ,2
Effectuate Ordinances.
1) Whenever, by an ordinance or by any of
the provisions thereof, signs, marking or devices are
required to give effect to such ordinance, or its
provisions, it shall be the duty of the Traffic
Engineer, insofar as practicable, to erect appro-
priate signs , markings, or devices , and penalty
provisions shall not be enforced in the absence
of such signs , markings, or other devices.
(n) Emergency and Experimental Regulations.
1) The Traffic Coordinating Unit is hereby
authorized and empowered to promulgate temporary
regulations to give effect to the traffic laws of
the City and State, and to that end they are hereby
authorized and empowered to test the effectiveness
of such temporary regulations directing traffic and
test all types of traffic control devices , including
parking meters, under actual conditions of traffic.
Such temporary regulations shall, upon the erection
of appropriate signs or signals by the Traffic Engineer,
have the same force and effect of the traffic laws.
However, no such temporary or experimental regula-
tion shall remain in effect for more than 90 days
from its inception unless within such 90 day period
an ordinance is introduced before the Council of
the City of Saint Paul 'which would have the effect
of making such regulation part of the permanent
traffic laws of this City.
Section 1 - 3. Definitions. The following words
and phrases when used in this ordinance shall have
the meanings respectively ascribed to them herein.
Section 2. Section 1-3 of Ordinance No. 7881, as
amended, is hereby further amended by adding after Paragraph
(qq), the definition of "Congested District", the following
paragraphs relative to definitions :
"(rr) Traffic Division. Traffic Division shall
mean the Traffic Division of the Public Safety
Department, Bureau of Police and/or all police
officers assigned to traffic functions.
(ss ) Police Department. Police Department shall
mean the Traffic Division but shall not be construed
to deprive any authorized police officer of authority
to direct traffic and to make arrests for violations
of the traffic regulations.
(tt) Traffic Superintendent. Traffic Superintendent
shall mean the so designated head of the Traffic
Division, acting within and subject to the administra-
tive framework directed by the Commissioner of Public
Safety in all matters described hereinafter, and
shall include all subordinates of said Traffic

Transmitted herewith are copies of the proposed traffic control
administration ordinance which you prepared recently. The Commissioners
on the Traffic Committee and the other members have approved the ordi -
nance in its present form except that they desire the following changes:
1. In Section 1.2 (g), line 3, substitute "on..street truck
loading zones" for "on-street freight loading zones".
2. In Section 1-2 (g), .line 9, substitute "truck loading zones"
for "Loading zones".
The Committee asks that after the above changes have been made, the
ordinance be considered by the Council.
