This property is known as the block boun- ed by Benson, Springfield, Rankin and Rockwood streets. This tract is located '., approximately one block south of West Seventh street in the vicinity of High- land Park. The property is presently vacant as is much of the surrounding property which has never been developed due to the excessive costs encountered as a result of underlying rock strata in the construction of sewers for residential development. As explained in more detail in the applicant's letter and plan dated January 15, 1957, the applicants desire to construct a contemporary one-story light manufacturing plant on this property together with adequate off-street parking space and landscaping to provide a suitable setting for this development. The area sought to be re-zoned has an area of approximately 187,000 square feet or 4.29 acres. This tract is approximately 660'x 290' in dimension. This includes a public alley which would be vacated if this plan is recommended. The occupant of this building, the Torit Manufacturing Company, would employ approximately 71 employees at the outset with the ultimate employment of approximatelyone hundred. There is off-street parking space on the site for 170 cars which would be adequate for maximum development. Accompanying this report are various exhibits which illustrate the conditions of land use and property ownership in this area. In reviewing this proposal, the Zoning Board undertook to determine the extent to which this proposal fit in a general plan for the use of other property in the district . Its preliminary conclusions are summarized on the attached display which illustrate that this re-zoning petition is but a part of the larger area which reasonably might be re-zoned at a later date for industrial purposes. /t' Aj‘j • • • Re: Emily Ivey -2- In consideration of these factors, the Zoning Board feels that this particu- lar proposal fits in very well with the general objective of developing property in this area for industrial purposes in that the nature of the activities contemplated and the appearance and quality of the structures proposed are such as to minimize any detrimental effect on adjacent pro- perty. In consideration of these factors, the Zoning Board recommends that this petition be granted. CDL:FS C - D o4k Enc. (January 26, 1957) • • JANUARY 15, 1957 HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL C/0 THE CITY CLERK CITY OF SAINT PAUL, MINNESOTA GENTLEMEN: WITH REGARD TO THE PETITION OF VICTOR W. BRUDER AND OTHERS TO RE ONE THE FOLLOWING DESCRIBED PROPERTY: ALL OF BLOCK FIVE (5) PALISADE ADDITION TO SAINT PAUL ALL OF B..00K FIVE (5) KENTUCKY TERRACE, SAID PROPERTY BEING BOUNDED BY BENSON AVENUE , ROCKWOOD STREET , RANKIN STREET AND SPRINGFIELD STREET (WILDVIEW); FROM A B RESIDENTIAL DISTRICT TO A LIGHT INDUSTRIAL DISTRICT FOR THE PURPOSE OF INSTALLING, CONSTRUCTING AND OPERATING THE FOLLOWING: MANUFACTURE OF FACILITIES FOR DUST COLLECTION MACHINERY AND SIMILAR PRODUCTS AND OPERATIONS INCIDENTAL THERETO, THE UNDERSIGNED RESPECTFULLY PRESENTS FOR YOUR CONSIDERATION THE FOLLOWING REASONS WHY THIS PETITION SHOULD BE GRANTED. THE PROPERTY IS SPARSELY SETTLED. IT IS LOCATED ONE BLOCK SOUTH OF WEST SEVENTH STREET . THE PROPERTY IS LOCATED DIRECTLY TO THE NORTH OF THE RIGHT OF WAY OF THE MILWAUKEE RAILROAD. IT IS PRESENTLY UNDEVELOPED AND HAS NEVER BEEN IMPROVED IN THE PAST . THIS PROPERTY IS UNSUITABLE FOR DEVELOP- MENT AS A RESIDENTIAL AREA FOR A NUMBER OF REASONS. FIRST, THE SUBSOIL CONDITION THAT IS, THE EXISTENCE OF SOLID LIMESTONE A FEW FEET BENEATH THE SURFACE , MAKES THE INSTALLATION OF ADEQUATE PLUMBING AND SEWAGE FOR DWELLING HOUSES AN EXTREMELY COSTLY OPERATION. THE SAME SUBSOIL CONDITION MAKES CITY CLERIC FILE arm,;. --.. -.. ,. Z.P.NA HONORABLE MAYOR AND MEMBERS OF • - • THE CITY COUNCIL JANUARY 15, 1957 - 2 - IT VIRTUALLY IMPOSSIBLE FOR A PERSON BUILDING A RESIDENCE ON THIS TRACT TO EXCAVATE A FULL BASEMENT. SECOND, THE PROPERTY IS LOCATED ALMOST ADJACENT TO THE RIGHT OF WAY AND TRACKS OF THE MILWAUKEE RAILROAD. THESE TRACKS RUN PARALLEL TO THE BLOCK IN QUESTION FOR THE WHOLE LENGTH OF THE BLOCK. THE ONLY THING SEPARATING THIS PROPERTY FROM THE RAILROAD'S RIGHT OF WAY IS THE WIDTH OF ROCKWOOD STREET AS PLATTED. ROCKWOOD STREET IS NO MORE THAN A PAIR OF WHEEL TRACKS. THIRD, THE PROPERTY IS ALREADY CLOSE BY EXISTING INDUSTRIAL DEVELOPMENTS, SUCH AS THE REMINGTON RAND UNIVAC PLANT, THE KRUGER, INC. , POTATO WAREHOUSE AND WHOLESALE BUSINESS, SCHUHWERCK BROTHERS NURSERY AND ORFEI AND MARIANI , BUILDING CONTRACTORS. - FOURTH, THE PROPERTY IS DIRECTLY WEST OF ANOTHER UNDEVELOPED AREA, ALSO UNSUITABLE FOR RESIDENTIAL DEVELOPMENT WHICH IS NOW THE SUBJECT OF A PETITION TO REONE TO A LIGHT INDUSTRIAL DISTRICT. FIFTH, THERE ARE NO OTHER TRACTS IN THE IMMEDIATE AREA OF THE PROPERTY WHICH ARE PARTICULARILY DESIRABLE FOR RESIDENTIAL DEVELOPMENT. REZONING THIS BLOCK WOULD NOT DIMINISH THE VALUE OF THE FEW DWELLING HOUSES PRESENTLY IN THE AREA. THE OWNERS OF FIVE OF THE SEVEN HOUSES ON BENSON AVENUE FACING THIS BLOCK HAVE JOINED IN THE PETITION NOW UNDER CONSIDERATION. THE TORIT MANUFACTURING COMPANY IS ENGAGED IN THE BUSINESS OF THE MANUFACTURE AND SALE OF DUST COLLECTION MACHINERY. THE COMPANY PROPOSES TO ERECT A ONE STORY BUILDING OF MODERN CONSTRUCTION AND PLEASANT EXTERIOR APPEARANCE. THERE ARE NO ODORS CONNECTED WITH THE COMPANY' S OPERATION NOR ISTHERE ANY DISTURBING NOISE. THERE WILL BE NO UNSIGHTLY OUTSIDE STORAGE FACILITIES ON THIS PROPERTY. THUS THE COMPANY'S OPERATION WILL NOT INTERFERE WITH THE RESIDENTIAL USE OF PRESENT DWELLING OWNERS IN THE AREA, NOR WILL IT DETRACT FROM THE VALUE OF THEIR DWELLINGS. CONSIDERING THE PRESENT LACK OF IMPROVEMENT ON THIS PROPERTY, THE PROPOSED BUILDING WILL BE A POSITIVE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL JANUARY 15, 1957 -3- ENHANCEMENT OF THE APPEARANCE OF THE AREA. FOR OVER THIRTY YEARS NO TAXES HAVE BEEN PAID ON THE MAJOR PART OF THIS PROPERTY. THE REASON FOR THIS IS APPARENT. THE CONDITIONS ABOVE REFERRED TO MAKE THE PROPERTY UNDESIRABLE FOR RESIDENCES. BECAUSE OF THE PRESENT ZONING CLASSIFICATION, NO ONE ELSE HAS HAD ANY USE FOR THE PROPERTY. UNLESS THIS PROPERTY IS REZONED IT WILL CONTINUE TO LIE USELESS AND UNPRODUCTIVE OF ANY TAX REVENUES. THE PROPERTY IS WELL SUITED TO USE FOR LIGHT MANUFACTURING. ALTHOUGH THE TORIT MANUFACTURING COMPANY DOES NOT PRESENTLY USE ANY RAILROAD FACILITIES IN ITS OPERATION, IT IS ANTICIPATED THAT WITHIN A FEW YEARS THE COMPANY'S STEEL REQUIREMENTS WILL BE SUCH THAT SHIPMENT OF THAT MATERIAL BY RAILROAD WILL BE FEASIBLE. AT SUCH TIME, OF COURSE, THE ACCESSIBILITY OF THIS LOCATION FROM THE NEARBY RAILROAD TRACKS WILL BE OF GREAT ADVANTAGE TO AN INDUSTRIAL OPERATION. THE TRACT OF LAND UNDER CONSIDERATION IS SITUATED IN AN AREA EASILY ACCESSIBLE FROM PUBLIC TRANSPORTATION. THE SEVENTH STREET BUSLINE CAN BE MORE EASILY REACHED BY PERSONS IN ST. PAUL AND ITS SURROUNDING AREA THAN ANY OTHER BUS LINE. THIS LOCATION IS A BLOCK AWAY FROM SEVENTH STREET AND IT THUS WILL PROVIDE EMPLOYEES WITH ADEQUATE PUBLIC TRANS- PORTATION TO AND FROM THEIR WORK. IT ALSO PROVIDES THE EMPLOYEES AN EASY TRIP TO THE DOWNTOWN AREA. THERE WILL BE MORE THAN ADEQUATE OFF- STREET PARKING FOR EMPLOYEES, AND FOR OTHERS TRANSACTING BUSINESS WITH THE COMPANY. THE AREA DIRECTLY BEHIND ITS BUILDING WHICH THE COMPANY PROPOSES TO USE FOR PARKING FACILITIES IS 420 FEET LONG BY 111. FEET WIDE. THERE ARE PRESENTLY 71 EMPLOYEES OF THE COMPANY OF WHOM ABOUT 145 REGULARLY DRIVE THEIR AUTOMOBILES TO AND FROM WORK. THE COMPANY ANTICIPATES THAT IN THE FUTURE IT WILL NOT EXPAND THE NUMBER OF ITS EMPLOYEES TO MORE THAN 100. WITH AN AREA OF 60,900 SQUARE FEET FOR PARKING, THE NEEDS OF EMPLOYEES AND VISITORS WILL BE EASILY MET. THE REZONING OF THIS PROPERTY OFFERS TO THE CITY THE CONSTRUCTIVE USE OF A TRACT THAT HAS BEEN UNUSED FOR YEARS. IN ADDITION, THE CITY WILL GAIN A TAXPAYING OCCUPANT FOR A PIECE OF PROPERTY WHICH, SO FAR AS REVENUE IS CONCERNED, HAS BEEN TOTALLY UNPRODUCTIVE FOR MANY • HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL JANUARY 15, 1957 -4- YEARS. AT THE SAME TIME, THE CITY WILL RETAIN WITHIN ITS BOUNDARIES A MANUFACTURING OPERATION WHICH AT THE PRESENT TIME EMPLOYS (1 PEOPLE WHO SPEND THE MAJOR PART OF THEIR MONEY IN THE CITY. IF THE COMPANY CANNOT FIND ADEQUATE AND ATTRACTIVE PROPERTY WITHIN ST . PAUL, IT WILL BE FORCED TO SEARCH FOR A SUITABLE SITE IN AN OUTLYING AREA, WITH CONSEQUENT INCONVENIENCE TO ITS EMPLOYEES AND THE LOSS TO ST . PAUL OF A PRODUCTIVE BUSINESS, WHICH IS AT PRESENT ONE OF THE CITYtS ASSETS. SINCE IT HAS BEEN DEMONSTRATED, ESPECIALLY BY THE RELUCTANCE OF PAST OWNERS TO MAKE RESIDENTIAL USE OF THIS PROPERTY, THAT THE PROPERTY IS UNFIT FOR DEVELOP- MENT OF A RESIDENTIAL AREA, WE RESPECTFULLY SUBMIT THAT THE BEST THING WHICH THE CITY CAN DO IS TO MAKE THE PROPERTY AVAILABLE TO THOSE PURPOSES FOR WHICH IT IS MOST EMINENTLY SUITABLE, NAMELY, INDUSTRIAL USES.
