The property is presently vacant with a portion of the land used for park- ing purposes. This is an irregularly shaped tract with approximately 300' frontage on Robert and 230' on University. There are approximately 60,000 sq. ft . of land in the tract. The applicants propose to develop this property for the site of a three- story office building which, according to the applicant's letter of May 1, 1957, will be leased to the IBM Corporation. There is space on the site adequate to provide for the parking of approximately 40 automobiles which would be sufficient for the number of employees contemplated. The IBM leased facility would occupy 23,000 sq. ft. of this 60,000 sq. ft . site. The remain- der of the site will be occupied by office activities which are in the pro- cess of being negotiated. The ;'oning Boarl finds that the uses contemplated are compatible with the existing and likely, proper development of this area. The only negative consideration involved stems from t he question of the probability that this land might be needed for Vocational or Mechanic Arts High School pur- poses. In a letter dated April 4, 1957, the Superintendent of Schools, Forrest Conner, conveyed the fact that the Board of Education has no object- ion to this proposed re-zoning. In consideration of this fact, it woull appear that the Council should encourage its policy of encouraging the, frAiik 0 A, ruDUSTTED. Re - Ralph Stacker -2- commercial development of this area with the thought that eventually Mechanic Arts and Vocational High Schools will be combined and recon- structed on a better located site containing more space. This question is presently the subject of a collaborative study on the part of the Planning Board and the Department of Education. In consideration of the commercial character of this area and the fact that the Board of Education has no interest in its use for future school purposes, the Zoning Board feels that this re-classification to commercial zoning should be undertaken at this time pursuant to the development plans and the uses specified by the applicant's petition and letter dated May 1, 1957. This property is described as lot 11, Auditor's Sub. #67. The property has a frontage of 100' on University and extends northerly a dis- tance of 127.4' along Cipitol Heights. It is presently occupied by a vacant residential frame structure which will be removed to permit the development of this land for a restaurant facility with adequate off-street parking. The adjacent land uses are a mixture of commercial and residential character. However, the area is characterized by a pronounced shift from residential to commercial activities as is evidenced by the Pitney Bowes establishment just to the west on the north side of University and the proposed re-zoning activities incident to the old St . Gentlemen: You have my application for rezoning of lot 11, Auditor's Subdivision No. 67, which is located at 149 E. University which is at the corner of University, Capitol Heights and Jackson Streets. The petition is for rezoning from residential to commercial. It is my intention to develop that property as a restaurant with park- ing facilities. The building itself is to be on lot 11. Since having the petition signed, I have also acquired lots 10 and 12.
