Commissioner Bernard T. Holland, Chairman
Council's Personnel Committee
Dear Mr. Holland:
H. LYON
CHIEF EXAMINER AND
DIRECTOR OF PERSONNEL
Here is the "mechanical trades" ordinance and necessary
companion ordinances. Please notice that we have separated the
amounts granted for "benefits." from the, base rates. We have
done this for two reasons, 1) the various contracts themselves
have the benefits so separated and, 2) in the absence of a definite
policy it has become increasingly difficult to properly interpret
the, provisions of the contracts. Separating the benefits from the
base rates will remove much of the confusion and misunderstanding
now existing with regard to these matters.
With .regard to the positions unique to the Board of Education,
we have indicated no increases pending a decision by the School
Board and instructions from the Council. In the case of the positions
".Janitor" and' 'Janitor which are used both in and outside
of the Board of Education, we have provided for the increase, but
in a separate ordinance we have s-et up the titles "Janitor -- Education"
and "Janitor - Engineer -- Education ", so that if it Js desired"not to
grant an increase to those employees under those titles in the Board
of Education, this can be taken care of.
