This is an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That Section. 146.03, Saint Paul Legislative Code, is hereby amended by adding thereto the following: "No person shall, between the hours of 2:00 X.M. and 7:00 A.M., stop, stand'or park any vehicle, except in compliance with the directions of a police officer or other recognized emergency authority for more than thirty minutes at any one time, in the following place: "Both sides of Unive.rsity Avenue from-Prior Avenue to West Lynnhurst Avenues". Section 2. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. Section 3.
