ADMINISTRATIVE ORDER, Consistent with the authority granted to the Mayor in Section 10.07.4 of the City
Charter and based on the request of the Director of the Depart[nent of Pfanning & Economic Development
to amend the 1999 budget of the City Sales Tax Capital Projects Fund, the Director of the Office of Financial
Services is authorized to amend said budget in the following manner:
WHEREAS, CF98-994 approved $75,000 in STAR funding for the Snelling Selby Commercial Public Improvement
Project (aka SnellingSelby Lantem Lighting, STAR program 77296); and
NOW THEREFORE, staff recommends the reallocation of $75,000.00 from the Undesignated Year-Round STAR
Budget to the SnellingSelby Lantern Lighting Project.

4 an attractive street scape essential to the identity of this neighborhood commercial hub at Snelling and Selby
5 Avenues, a heavily impacted traffic arterial, simitar to those which have received substancial city funding .
6 Randolph and Snelling Avenues and along Selby Avenuc east of Lzxinb on Pazkway; and
�Vhereas, the Snelling Selby commercial area seeks to replace detcriorating globe Iighting inslalled 17 yea
ago and determined by public works staff to have fulfilled it� useful life; and
9 Whereas, the pennanent suburban style "bem-straw" lighting a[ chis intersection does not �onuibute to
• 10 Snelling-Selby's image as a vibrant, mixed-use neighborhood hub for pedesuzan-oricnted retail and small offi,
ll businesses;and

13 funds, to be matched by $304,519 in private ftmding in the form of annua3 assessments of eommercial proper[}

IS Whereas, the Snelling Selby Area Business Associadon, the Merriam Park Community Council and c`
16 Snelling Hamline Community Councii have a long record of parmership in support of improving this projecc aze
17 beginning with the Selby Snelling Community Design Projeci of 1979-80, and including the 1993 Selby Snelii:
18 Small Area Plan, the goals of which this proposa] serves; and
19 Whereas, bringing Selby and Sneliing street scape up to current mazketing and maintenance standards w
20 ensure that private investment contimies a� one of the bvsiest intersections in Saint Paul, increasina pedestrian
21 presence and walk-in traffic to atea businesses, and providing adjacent residential azeas with an attractive gatev.
