Moody to rezone from "B" to "C" Residence'property' located on'the °north side of Central Avenue between Grotto and Avon Streets.. The legal description is: Lots 19, 20, Block 8, Butterfield Syndicate addition No: 1: The zoning is "B" Residence and has been since the adoption of the Zoning Ordinance in 1922. On April 16, 1959, the Commissioner of Finance reported the petition to be sufficient, but on Aprril 22 .,•1959 that office reported'further that due to the withdrawal of signatures, it was-then insufficient, The petitioner recirculated his petition' and ori'May 6, 19592 the matter was again reported sufficient with 12 of the possible 18 'owners'of property within the prescribed 100 feet, or 66 2/3 per cent having signed the petition. The land'is presently vacant; and the applicant-proposes to develop the site 'with a seven'uriit apartment building with off - street parking accessory thereto. The property has a frontage of 74.34 feet' along 'Central Aveniie and a depth'of 120.2 feet resulting in an area of approximately 89,356.88 square feet. The adjacent land uses are: west and"'idjolhing are five new single - family residences which fr6nt on Central - Avenue ", east and "adjoining is a single - family residence fronting on Central Avenue, further east on the northwest corner of Grotto Street and CentralAvenue is'a neighborhood grocery store; south across Central Avenue are single - family residences; north across an alley are single - family residences which front on Fuller Avenue. Field investigation discloses that the rezoning of this property for multi- family residential use would be "spot zoning" and would deviate from the character of the area. The adjoining property owners to both the east and west have filed letters with the City'Clerk protesting the rezoning of this property. These letters are attached. The'Board of Zoning considered this petition at their meeting of May 21, 1959, and recommend that this petition to rezone the above described pro- perty be granted. In making this recommendation, the Board of Zoning takes ;into consideration the fact that many people are being displaced by the Freeway; and there is need for - residential development`in this area although the proposed use is not single family in character. I signed the petition but after further considering the matter I wish to withdraw my name. I am having built, at 755 West Central Avenue, St. Paul, a $17,000.00 home. The referenced housing project would be built next door. I believe this to be an unsatisfactory arrangement for these reasons: a. The probability of undesirable neighbors b. Parking would become a real problem c. Possible unplesant means of garbage and trash disposal. These are a few of the many arguments which present themselves against the advisability of building such a unit in this new neighbor- hood of private homes.
