25 feet of Lot 13, and in the north 10 feet of
Lots 14, 15 and 16, all in Block 15, Scenic HillstNo. 2;
also to construct a public sanitary sewer ftom
Winthrop Street to 345 feet west of Winthrop Street
in a public sewer easement 10 feet wide in the
north 10 feet of Lots 16 through 21 inclusive and
in the north- 10 feet of the east 25 feet of Lot 22, all
in Block 14, Scenic Hills No. 2. This is an emergency
ordinance rendered necessary for preservation of
the public peace, health and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That permission and authority are hereby
given to the Cardinal Company to construct, at its own expense,
a public sanitary sewer in Winthrop Street from Scenic Place
to approximately 97 feet north of Burns Avenue; from Winthrop
Street to 175 feet east of Winthrop Street in a 10 feet wide
public sewer easement in the north 10 feet of the west 25
feet of Lot 13, and in the north 10 feet of Lots 14, 15 and 16,
all in Block 15, Scenic Hills No. 2; also to construct a public
sanitary sewer from Winthrop Street to 345 feet west of Winthrop
Street in a public sewer easement 10 feet wide in the north 10
feet of Lots 16 through 21 inclusive and in the north 10 feet
of the east 25 feet of Lot 22, all in Block 14, Scenic Hills
No. 2.

Section 2, The Commissioner of Public Works is hereby
authorized to issue a permit to said Cardinal Company for the
construction of said sewers upon its compliance with the follow-
ing conditions, viz:
1. Said poxmittee shall construct said
sewer entirely at its own expense, under the
supervision and to the satisfaction of the
Commissioner of Public Works, and in accordance
with plans and specifications of the City of
Saint Paul.
2. Said permittee shall pay the cost of
engineering and inspection of said work, and
shall pay the cost of publication of this ordinance.
