Dear Sir:
This is in the matter of the application of the Chicago, Milwaukee, St. Paul
and Pacific Railroad Company to rezone from "B" Residence to Light Industrial
property located on the south bnerhalf of Rockwood Avenue vacated, lying be-
tween Springfield and Rankin Streets. The legal description is: the south JJ
one -half of Rockwood Avenue vacated lying adjacent to Lots 1 to 16 inclusive;
Block 12, Pal'isade Addition. The zoning is "B" Residence and has been since j
the adoption of the Ordinance in 1922.

On June 17; 1959, the Commissioner of Finance reported the petition sufficient
with the owners of 36 of the 37 tract$ of land within the prescribed 100 foot
radius having signed the petition, or 97%. On November 19, 1957, the City
Council vacated Rockwood Avenue between Rankin and Springfield Streets. The
south one -half of this vacated street is now under consideration for reclassi -I
fication. The property is presently vacant and unimproved. The petition in-
dicates that this property will be conveyed to the Torit Manufacturing Company
to be used by them in connection with their new plant now under construction.
The property under consideration is a strip of land approximately 660 feet long,
with a frontage of 30 feet on both Springfield and Rankin Streets, resulting in
an area of approximately 19,800 square feet. North and adjoining is the Toritf
Manufacturing Company plant now under construction; south and adjoining is the
Chicago, Milwaukee, St. Paul and Pacific Railroad rigbt -of -way (the Ford spur
track); east across Rockwood Avenue is the Pearson Candy Company site; and west
across Springfield street is vacant, undeveloped land. Field investigation
discloses that this property should rightfully be reclassified Light Industrial
in order to eliminate the "B" Residence strip of land between the Torit Manu=
facturing Company land and the railroad rigbt -of -way both of which are light 3
industrial in character.
In consideration of the above factors, the Board of Zoning recommends the re -�
classifying of the above described property from "B" Residence to Light
