PRESENTED BY ORDINAN -F--NO ORDINANCE tl.�•'d - y..+'� An ordinance establishing the method of reir&urse- Na. ment of officers and employees of the City of Saint Paul for the use of privately owned automobiles in the per- formance of their duties. This is an emergency ordi- nance rendered necessary for the preservation of the pub- lic peace, health, and safety. THE -'COUNC IL OF THE CITY OF SAINT PAUL DOES ORDAIN: Sec. 1. The amount which shall be paid by the City of Saint Paul to any officer or employee thereof duly authorized to use his automobile in the performance of his duties for the said City, .as compensation or reimbursement for the use by such officer or em- ployee of his own automobile, shall be 7/ cents per mile, pursuant to Chapter 641, Laws of the State of Minnesota 1951, provided that the monthly maximum amount permitted to each employee for mileage allowance shall not exceed the sum of Seventy -five ($75.00) Dol- lars, or the employee .shall be paid a lump- sum.car allowance per month for the use of his car as authorized by Chapter 329, Laws of the State of Minnesota 1959; the method of arriving at this month- ly lump -sum car allowance is set forth in Section 2 of this Ordi- nance. Sec. 2. The method of arriving at the monthly car mileage allowannce per employee shall be as follows: Each department shall take the figures kept in the past to determine an average monthly figure which shall be the guide for the department head to recommend a monthly W amount for mileage lump -sum to be paid to the individual 0 z employee. In arriving at the lump -sum average based on Ld D previous average monthly rates paid, consideration shall be given to the fact that in all of these figures, vaca- tion, sick leave, and holiday time have been deducted in arriving at these monthly figures. The recommended figure "A shall then be presented to the Car Mileage Committee and a the Car Mileage Committee shall pass on each proposal and, in turn, submit these recommendations to the Council. The t Council shall, if they agree with the recommendations, adopt these rates for each employee. Consideration shall be given to changes in duties and responsibilities and seasonal work. If the work is seasonal, allowances shall be granted for a period of time approximating the past work. No employee who is paid a lump -sum mileage allow- ance by the City of Saint Paul shall receive an allowance �- in excess of Seventy -five Dollars ($75.00) per month. Sec. 3. Each employee on car mileage is hereby required to sign an affidavit once a month, stating that he has been using his car in his employment for the period on which he is making claim. Each department shall review the car mileage allow- ance of each employee at least once a year, or more often if nec- essary, and recommend any changes they feel necessary to the Car Mileage Committee after these reviews. The Car Mileage Committee shall also review these allowances at least once a year, or more often if necessary'; and make recommended changes which would then be presented to the Council for action. Sec. 5. The Council shall appoint a Car Mileage Committee for the purpose of passing on requests for monthly mileage, re- viewing the mileage allowances for all employees once a year, and all other mileage matters involving mileage payments to the;, employees of the City of Saint Paul. Sec. 6. All ordinances or parts of ordinances inconsistent herewith are hereby repealed. Sec. 7. This ordinance is hereby declared to be an emer- gency ordinance rendered necessary for the,preservation of the public peace, health, and safety. Sec. 8. This ordinance shall take effect and be in force from and after its passage and publication. _ Sec. 9. This ordinance shall be deemed a part of, the Saint Paul Legislative Code and shall be incorporated therein and given an appropriate chapter number and /or section number at the time of the next revision of said Legislative Code.
