of affording an outlet for the sewers of the City
of West .St. Paul, and providing terms and conditions
governing such permission, and repealing Ordinance
No. 7995, approved February 21, 1939• This is an
emergency ordinance rendered necessary for the
preservation of the public peace, health and safety."

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the City of Saint Paul Ordinance No. 8829, approved
October 23, 191}6, as amended, shall be and the same hereby is further amended
in the following particulars; to -wit:
That there shall be and there hereby is inserted therein immediately
following Section 12 of the same, an additional Section 12 -1 reading as follows,
to -wit:
"Section 12 -1. That the words 'trailer c6achl when
used herein shall mean any vehicle used or so, constructed
as,to permit its being used as a conveyance upon the public
streets or highways and shall include self - propelled or
nonself- propelled vehicles as designed, constructed, recon-
structed or added to by means of an enclosed addition or
room in such manner as will permit the occupancy thereof
as a dwelling or sleeping place for one or more persons,
having no foundation Other than wheels, jacks, or skirtings.
The words "trailer coach,parkn when used herein shall mean
w any site, lot, field, or tract of land upon which two or
zmore occupied trailer coaches are harbored either free of
p charge or for revenue purposes, and shall include any
o: building, structure, tent, vehicle or enclosure used or
a intended for use as part of the equipment of such trailer
U coach park. That despite any contrary provision hereinabove
or hereinafter contained, in each instance of the existence
of any such trailer coach park and the .connection of the

connection with the public sewer system of said City of
West Saint Paul, such drainage shall be restricted to
the sanitary sewage which shall originate therein, and
the 'annual charge'► hereunder therefor shall represent
that computed on the basis and at the rate of $5.00 per

Section 2. That said City of West St. Paul shall pass as
ordinance formally accepting and agreeing to abide by all of the pro-
visions,. terms, and conditions of this ordinance in form-to be approved
by the Corporation Counsel of the City of Saint Paul, and shall file
a duly certified copy of such ordinance with the City Clerk and the
City Comptroller of said City of Saint Paul within sixty (60) days
from and after the effective date of this ordinance.
Section 3. This ordinance is hereby declared to be an emergency
ordinance rendered necessary for the preservation of the public peace,
health, and safety.
Section 4. This ordinance shall take effect and be in force 1
upon its passage, approval, and publication.
