This is an emergency or- dinance rendered necessary for the preservation of the public peace, health and safety. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That Ordinance No. 6576, approved November 5, 1925, as amended, is hereby further amended in the following articulars, to -wit:- That the following paragraph numbered 5) be and the same hereby is inserted in Section 1 of said Ordinance numbered:6576, as amended, immediately following paragraph numbered (4) of the same, as the final paragraph of said Section 1-of said Ordinance as amended: (5) When unimproved lands heretofore or here- after condemned and taken by the City under power of eminent domain shall remain unimproved sub- stantially as thus acquired in the ownership and control of the City and shall be provided to be sold and conveyed as lands unneeded for any public purpose and thus made the subject of disposition, by the City hereunder, the same shall first be offered therefor to the prior owner of the same from whom the same were thus acquired by the City. In any such case the Land Committee, with the consent of the Council and without advertisement c; therefor or competitive bids for the same, may sell and provide for the reconveyance of the subject lands to such prior owner of the same, subject to the following provisions: If the subject lands shall con - stitute the entire tract thus acquired by + =" the City, the amount of money to be paid therefor to the City shall not be less than the amount of money paid by the City for such acquisition of the same. Section 2. This ordinance is hereby declared to be an emergency ordinance rendered necessaryfbr the preservation of the public peace, health and safety. Section 3.
