That Section 146.04; Saint Paul Legislative Code, is hereby amended
by adding thereto the following:

and by adding to Section 146.05, thereto the following:

Section 2.
This ordinance is hereby declared to be an emergency ordinance
rendered necessary for the preservation of the public peace, health and
safety.
