An ordinance amending Ordinance No. 8540, entitled:
"An ordinance creating a Council Investiga-
tion and Research Bureau, providing for the
appointment of personnel for such Bureau, and
establishing the titles and duties thereof.
This is an emergency ordinance rendered necessary
for the- preservation of the public peace, health
and safety."

"The position of Director of the Council
Investigation and-Research Bureau is hereby created, and
the Mayor shall appoint such Director, subject to the
Civil Service provisions of the Charter. The 'position
of Executive Director of said Bureau is hereby created
and the Mayor shall appoint such Executive Director's i

When the Mayor shall determine, in thelexercise of his
discretion, that such appointment is necessary and in
the furtherance of the public interest. The said
Bureau shall have such other clerical assistants as
the Council, by ordinance, may provide.
(b) That Section 3 of said ordinance be and the
same hereby is amended so that the same shall read as
follows:
"The Director of said Bureau and the Executive
Director of said Bureau, when both shall have been
appointed and shall be acting under and pursuant to
their several appointments, shall, upon direction of the
Council, Mayor, or Comptroller, assist as consultant in
annual budget problems; conduct surveys or investigations
referred to the Bureau of city officials; act as con-
- sultant to the Sinking Fund Committee and Council in
problems concerning the retirement or refunding of city
bonds; represent city officials at their request at
municipal employe pension fund meetings; represent
public officials at their direction before state,
federal or civic bodies; attend upon the Council at its

meetings when available, and perform such other duties
as the Council may direct. "The Director of said Bureau,
when such Director and Executive Director have been
appointed and shall be acting in the premises, shall
immediately supervise, direct, and control the performance
of the functions of such Executive Director and assign
and apportion to the latter the duties and work to be
performed by the latter in said Bureau. The Director of
said Bureau, when there shall be no such appointed and
acting Executive Director, solely shall execute the
aforesaid duties and perform the aforesaid work in said
Bureau and the Executive Director, when there shall be

Section 2. This ordinance is hereby declared to be an emergency
ordinance rendered necessary for the preservation of the public peace,
health, and safety.
Section 3. This ordinance shall take effect and be in force
