rendered necessary for the preservation of the public peace, health and
safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES. ORDAIN:
Section 1. That Ordinance No. 7607, approved February 13, 1935,
as amended, be and the same is. hereby further amended by inserting in its
proper alphabetical order the following specification for:

Duties and responsibilities:

Under the direction of the Director of Civil Defense, to plan, develop,
and supervise a comprehensive training program in civil defense
for the City of St. Paul; and to perform related work as assigned.
Examples of work performed:
To confer with civil defense service chiefs in areas such as com-
munications, engineering, etc. , regarding training needs.
To prepare course outlines and organize instructional materials for
training programs.
To develop techniques for presentation of instructional material.
To prepare and maintain up -to -date training manuals.
To conduct training sessions for volunteer civil defense workers.
To evaluate the effectiveness of training programs and teaching
methods.
To coordinate training programs of the various local units with the
civil defense training programs of state and federal agencies.
To develop a local civil defense operations plan,
To plan and conduct local civil defense tests and exercises.
To develop the operational techniques of the control center staff.
To serve as Operations Officer for the Unicom I area.
To appear before conventions and meetings to explain and promote
the civil defense program.
To plan and conduct educational campaigns involving all means of
public communications.
-Minimum qualifications:
College graduation and three years' experience as a teacher in adult
or secondary education; or college graduation and two years'
experience as a training officer or public relations officer in
government, industry, or the military service.
