An ordinance amending the Zoning Code, Chapters
60 to 64, inclusive, of the Saint Paul Legislative Code,
pertaining to Use Districts, Height Districts and
Rezoning of certain properties in the City of Saint Paul,
as amended. This is an emergency ordinance rendered
necessary for the preservation of the public peace,
health and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES OR3DAIN:
Section 1. That the Zoning Code, Chapters 60 to 64, inclusive,
of the Saint Paul Legislative Code, pertaining to Use Districts, Height
Districts., and Rezoning of certain properties in the City of Saint Paul,
as amended, be•and the same is hereby further amended so as to rezone
the following described property from "Au Residence to "C" Residence
District, to —wit:
Block 5,, Maryland Heights Addition, according to the
plat thereof on file and of record in the office of
the RQgister of Deeds in�and for RamsEy County,
Minnesota, being located on the east side of Barclay
Street between East Jessamine Avenue and Geranium Avenue.

Section 2. This ordinance is hereby declared to be an emergency
ordinance rendered necessary for the preservation of the public peace,
health and safety.
Section 3. This ordinance shall take effect and be in force upon
its passage, appr val and publication.

Dear Madam:
This is in the matter of`tbe petition of Clayton G. Rein to
rezone from "A11 to "C" residence certain property located on
the east side of Barclay Street between E. Jessamine and Gera-
nium Avenues. The property is described as Block 5, Maryland
Heights Addition. The property has been zoned "A" residence
since the enactment of the Zoning Ordinance in 1922.
On September 16, 1960, the Commissioner of Finance reported
the petition sufficient with the owners of 21 of a possible
26 (80 %) tracts of land within the required 100 foot radius
having signed the petition. The area is presently vacant and
the applicant proposes to develop it for multi- family residential
use. This property has a frontage of 394.64 feet along both
Jessamine and Geranium Avenues and has a divided frontage along
Barclay Street of 242.9 feet, resulting in a total area of approxi-
mately 95,840 square feet, or 2.2 acres.
North and across Geranium Avenue is vacant land owned by the
applicant which is also under consideration for 11Ct1 residence
zoning classification; west and across Barclay Street, and
south across Jessamine Avenue is vacant land owned by the
petitioner. The property to the south is also under consideration
for rezoning to a "C" residence classification; east and adjoining
is vacant land fronting on Hazelwood Street, northeasterly is the
site of the new East Side Armory.
Field investigation discloses no objections to the rezoning of
this property, and the proposed land use plan indicates the highest
and best use for this land to be for multi - family residential use.
In consideration of the above factors, the Board of Zoning
recommends the granting of the petition to rezone the above
described property from "A" to "C" Residence.
