Trasnfex spending authoxity within Activity 11255 to permit the purchase of software
and related consulting services to ailow the Division of Contract and Analysis Services -
to implement an internet site to post City of Saint Paul and Ramsey County bids.
University of Minnesota has developed a software program and has agreed to license
it to the City of Saint Paul for this purpose. Some modifictions will be necessary.

The Division of Contract and Analysis Services has made bid specifications available
to vendors via a fax-on-demand ssytem. This system is not Y2k compliant and must
- be taken out of service at the end of 1999. The proposed web based service is a
more cost ef£ective replacement solution than a new fax-on-demand system. Vendors
have expressed a desire for this approach.
The University of Minnesota has successfully implemented a web site of this kind
and have agreed to Iicense the City the software they developed. This should allow
the City to implemefft the site more quickly and vendors will have the advantage of
working with the same system they are used to at the University of Minnesota.
