That Section 147.04, Saint Paul Legislative Code, is
hereby ammended by adding thereto the following:

and by adding to Section 147.02 thereto the following:

Section 2.
This ordinance is hereby declared to be an emergency ordi-
nance rendered necessary for the preservation of the public
peace, health and safety.
Section 3.
This ordinance shall take effect and be in force upon its
passage, approval and publication.
