O'Connell City Clerk Building Dear Madam: 'This is in the matter of the petition of George Ostrand to rezone from "AID to "C" residence certain property located at the southeast corner of E. Third and Earl Streets. The property is described as Lots 7 and 8, Block 25, Gotzian's Rearrangement of Sigei'.s Addition. The property has been zoned "A" residence since the adoption"of 'the Ordinance in 1922. On August 24, 1960, the Commissioner of Finance reported the petition sufficient with 11 of a possible 14 (780590') tracts of land within the required 100 foot radius having signed the petition. Lot 7 is presently developed with a very old single - family residence of a sub- standard nature; Lot 8 is vacant. The applicant proposes to remove the existing structure and develop the two lots with a one and one -half story 7 unit apartment building 'Jnd the necessary off - street parking. The applicant's proposal meets the recommended standards for density and building ground coverage. 'The site has a f rontage of 69 feet along E. Third Street and 124 feet along Earl Street, resulting in an area of approximately 8,556 square feet. I. Directly east and adjoining is,a - vacant lot, farther to the east in the same block are tbree single - family residences, two of which front on E. Third Street and the other on Tell Street; north and across E. Third Street is the Harding High School; south and across a public alley is a two -story frame commercial building, the first floor of which is presently vacant, the second floor is used for residential purposes; the remaining properties to the south front on Conway Street and consist of single - family residences; west and across Earl Street is a three-family -residence; diagonally across the intersection of Third and Earl Streets is a new single-family residence. Field investigation discloses that the area is predominantly single - family in character, and that a multi -type residential use on this property would constitute "spot zoning" and would be incompatible with the surrounding area.
