That Section 145.01, Saint Paul Legislative Code, is hereby A
amended by deleting therefrom the following:

and by adding thereto the following:

This ordinance is hereby declared to be an emergency ordi-
nance rendered necessary for`the preservation of the public

Section 3.
This ordinance shall take effect and be in force upon its
passage, approval and publication.
