Code, as amended, pertaining to Use Districts,

ties in the City of Saint Paul. This is an emer-
gency ordinance rendered necessary for the pre-
servation of the public peace, health and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64 inclusive
of the Saint Paul Legislative Code, as amended, pertaining to
Use Districts, Heightilistricts and Rezoning of certain proper-
ties in the City of Saint Paul, be and the same hereby is
further amended so as to rezone the•following described property
from "C" Residence District to Commercial District:
Lots 11, 12, and all of Lot 13 except the west
20 feet thereof, Block 2, Jos. R. Weide's 2nd
Addition to the City of St. Paul, Minn., according
to the plat thereof on file and of record in the
office of the Register of Deeds in and for Ramsey
County, Minnesota, located on the south side of Orange
Avenue between Payne Avenue and Edgerton Street.
subject to the following express exceptions and conditions:
That,, subject to any further reclassification
of the hereinabove described real estate by
virtue of proceedings therefor hereafter
instituted, conducted and completed according
to applicable provisions of said Zoning Code,
as amended, and applicable provisions of the
statutes of the State of Minnesota, hereby,

Dear Madam:
This is in the matter of the petition of Mrs. Frank Lee to rezone
from "C" residence to commercial district property located on the
south side of Orange Avenue between Payne Avenue and Edgerton
Street. The property is described as Lots 11, 12 and all of Lot 13.x'
except the west 20 feet thereof, Block 2, Jos. R. Weida s nd d A
On April 24, 1962, the Commissioner of Finance reported the petition
"sufficient with the owners of 22 of a possible 22 (1000 tracts of
land within the prescribed 100 foot radius having signed the petition.
The site is presently developed with a single - family residence which
was constructed in 1948. The petitioner proposes to construct an 8
foot addition to one of the bedrooms for the purpose of operating a
beauty parlor in the home. The property under consideration has a
frontage of approximately 69 feet on Orange Avenue and a depth of
121.35 feet, resulting in an area of approximately 8,372 square feet.
West and adjoining for the remaining part of the block are recently
constructed single - family residences fronting on Orange Avenue; north
and across Orange Avenue are single and two - family residences recently
constructed; east and across a platted alley are various commercial
uses fronting on Payne Avenue; south and across a platted alley are
single - family residences fronting on Hawthorne Avenue.
The Board of Zoning considered this matter at their regular meeting
on May 3, 1962 and recommend the rezoning of the above described pro-
perty subject to a negative easement limiting the commercial use to
that of a beauty parlor and further that the property revert back to
a "C" residence district when the present owner discontinues the
beauty parlor operation or sells the property.
