M. Klos to rezone from to A" to "c" residence property located on the west side of Luella Street between.Old Hudson Road and Wilson Avenue and described as Lots 1, 2, 3, and 4, Block-7, Hudson Road Gardens. On April 2, 1962, the Commissioner of Finance reported the petition sufficient with the owners of 12 of a possible 18 (66 2/3%) tracts of land within the prescribed 100 foot radius having signed the peti- tion. This property is vacant except for one very old single - family residence and accessory buildings. The proposed use, as indicated on the petition, is to develop the property with apartment buildings, the type and number are not indicated on the petition. The site has a front- age of 614 feet on Luella Street, 2,973 feet on Wilson Avenue and approxi- mately 330 feet on Old Hudson Road, resulting in an area of approximately 161,730 square feet. This property is of a rolling terrain, and there is a difference in elevation from the northwest corner to the southeast cor- ner of approximately thirty feet. North and across unimproved Wilson Avenue is low, vacant land; east and across Luella Street is vacant land recently reclassified to a "C" residence district for apartment build- ings; south and across Old Hudson Road is the right -of -way of Highway #12; directly west and adjoining is a recently constructed, substantial, single - family residence which fronts on Old Hudson Road, also the rear yards of three single - family residences which front on Hazel Street. - Field investigation discloses that if this property is reclassified to a IICII residence district, it should be restricted to a lower density type apartment development. The proposed land use plan indicates that the property is best suited for multi- residence use. In consideration of the above factors, the Board of Zoning recommends the granting of the petition to rezone the above described property to a it C" residence district. HCW:FGI Encl. Z.
