That the Council of the City of Saint Paul, pursuant to an understanding between it and the affected employees of said City, heretofore instituted and is presently conducting a wage and salary study with reference to salaries pertaining to positions of employment with said City, and the Council has, by its action as expressed in resolution of the Council, Council File No. 208795, determined that wage increases granted during the balance of 1962 with respect to any of the aforesaid positions referred to in Section 1 shall be and are hereby made effective as of the 24th day of August, 1962, and the purposes and intent of the resolution of the Council, Council File No. 208795, as expressed by the provisions of said resolution, are incorporated herein by reference. Sec. 3, That Ordinance No. 7039, approved January 16, 19299 entitled "An administrative ordinance fixing the salary of the Commissioner of Registration of the City of Saint Paul ", and all amendments thereto, and Ordinance No. 9227, approved January 59 1949, entitled "An ordinance fixing the salary of the City Clerk of the City of Saint Paul ", and all amendments thereto, and any other ordinance of the City of Saint Paul not consistent with the provisions of this ordinance, are hereby repealed. Sec. 4. That it is the intention of the Council that this ordinance and every provision thereof shall be considered separable, and the invalidity of any section, clause, provision, or part or portion of any section, clause or provision of this ordinance shall not affect the validity of any other section of this ordinance. Sec. 5. This ordinance is hereby declared to be an emergency -- ordinance rendered necessary for the preservation of the public peace, health and safety. = .___ -••-- Sec. 6.
