O'Connell City Clerk Building Dear Madam: This is,in the matter of the petition of Clayton G.Rein to rezone from "A" to "CI' reside�n�e property located on the north side of Rose Avenue of Barclay Street and de- scribed as Lots 11 tbru 20, Block 1, Maryland Heights. On June 20, 1962, the Commissioner of Finance reported the petition sufficient with the owners of 16 of a possible 23 (69.5%) tracts of land•within the prescribed 100 foot radius having signed the petition. The site is presently vacant and the petitioner proposes to develop it with apartment buildings. The subject property has a frontage of 394.67 feet on Rose Ave- nue and 121.42 feet on Barclay Street, resulting in a total area of approximately 47,921 square feet. North and adjoining are the rear yards of single - family residences fronting on Mary- land Avenue; east and adjoining is the East Side Armory building 5nd parking lot; south and across Rose Avenue are apartment buildings which were recently constructed by the petitioner; west and across Barclay Street is vacant land which is zoned Light Industry. Field investigation discloses no objegtion to this rezoning as the property to the east is the Armory Site, and farther to the east is the Roosevelt Housing Project. The property to the west will eventually be developed for apartment use. The proposed Land Use Plan indicates the highest and best use of the land is for multi - residential use. I own a brick house with two lots and a two car garage on the corner of Maryland Avenue and Barclay Street which is directly across from the property in question. I do not live at this location but have talked to all the neighbors involved and I find that the general feeling at this time is against such rezoning, the main reason being that Maryland Avenue being a very busy street, the only privacy enjoyed by the home owners now is their back yards, and if apartment buildings were constructed directly behind these residential dwellings, the back yards would then be open to view from any and all windows facing the rear of the proposed apartment buildings, thereby eliminating privacy completely.
