TO USE DISTRICTS, HEIGHT DISTRICTS AND
REZONING OF CERTAIN PROPERTIES IN THE
CITY OF SAINT PAUL, AS AMENDED. THIS
IS AN EMERGENCY ORDINANCE RENDERED NECES-
SARY FOR THE (RESERVATION OF THE PUBLIC
PEACE, HEALTH, AND SAFETY.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining
to Use Districts, Height Districts, and Rezoning of certain -
properties%in the City of Saint Paul, as amended, be and the
same is hereby further amended so as to rezone the following
described property from "B" Residence District to Commercial
District,•to -wit:
Lots 1 through 5, inclusive, Block 2,
Schurmeier and Evans Addition to St. Paul,
according to the plat thereof on file and
of record in the office of the Register of
Deeds in and for Ramsey County, Minnesota,
being located on the southwest corner of
Beech and Hope Streets.
Section 2. This ordinance is hereby declared to
be an emergency ordinance rendered necessary for the preserva-
tion of the public peace, health and safety.
Section 3. This ordinance shall take effect and
be in force upon its passage, approval and publication.

Dear Madam:
This is in the matter of the petition of Vern and Arthur Kemper to
rezone from "B" residence to commercial district property located
at theisouthwest corner of Beech and Hope Streets and described as
Lots 1 tbru 5, inclusive, Block 2, Scburme � & Evans Addition.
On August 21, 1962, the Commissioner of Finance reported the petition
sufficient with the owners of 17 of a possible 19 (89 %) tracts of land
within the prescribed 100 foot radius having signed the petition. The
property has a frontage of 125 feet on Hope Street and 192.3 feet on
unimproved Beech Street, resulting in an area of approximately 24,037
square feet. The site is presently vacant and partially graded to the
street grade of Hope Street at the south end of the property. It is
proposed to use it for the storage of new automobiles.
East and across Hope Street is the playground of St. John's Lutheran
church school; north and across unimproved Beech Street is vacant land,
farther north are three single - family residences at a much lower ele-
vation which front on Hope Street; west and adjoining are two single -
family residences which front on unimproved Beech Street; south and
across a public alley is St. John's Lutheran Church and three single -
family residences which front on Margaret Street.
Field investigation discloses that the reclassification of the pro-
perty would be proper if the commercial use of the land is limited
to that of an off-street parking lot for the storage of new automobiles.
In consideration of the above factors, the Board of Zoning recommends
the granting of the petition to rezone the above described property
to a commercial district.
