ENTITLED:
"AN ORDINANCE ESTABLISHING PRESCRIBING AND PRO -
MULGATING RULES AND REGULATIONS THEREFOR AND
AUTHORIZING AND PROVIDING FOR`SEVERANCE PAY
MEASURED BY BUT NOT BASED UPON ACCUMULATED AND
UNUSED SICK LEAVE CREDITS TO BECCM E PAYABLE AND
TO BE PAID BY THE CITY OF SAINT PAUL TO ITS EM-
PLOYEES IN ITS CLASSIFIED CIVIL SERVICE AND TO
ITS EMPLOYEES IN ITS UNCLASSIFIED EXEMPT SERVICE,
EXCEPT ITS ELECTED OFFICIALS; AND AMENDING OR-
DINANCE NO. 3250 ,OF SAID CITY, ENTITLED: 'AN
ADMINISTRATIVE ORDINANCE RELATING TO THE CIVIL
SERVICE BUREAU OF THE CITY OF SAINT PAUL, AP-
PROVING AND ADOPTING RULES AND REGULATIONS THERE-
FOR,', APPROVED AUGUST 20, 19149 AS AMENDED. THIS
IS AN EMERGENCY ORDINANCE RENDERED NECESSARY FOR
THE PRESERVATION OF THE PUBLIC PEACE, HEALTH, AND
SAFETY. ",

DINANCE RENDERED NECESSARY FOR THE PRESERVATION OF THE
PUBLIC PEACE, HEALTH, AND SAFETY.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
SECTION 1
That Ordinance No. 11490, approved June 12, 1959,
as amended, be and the same hereby is further amended in the
r following particulars, to -wit: That Paragraph (c) of Section
9 of said Ordinance No. 11490, as amended, which reads as
follows:

be and the same hereby is amended so that the same shall
read as follows:
"(c) that no employee or his estate shall
be paid severance pay for more than one
hundred days (one-',half of two hundreddays'
accumulated and unused sick leave credits)
nor more than $2,500; however, if the total
severance gay for such one hundred days is
less than 2,500, and the employee has addi-
tional accumulated and unused sick leave
credits in excess of two hundred days, he or
his estate shall be paid for such additional
days credits, but such total severance pay
shall not exceed $2,500."
That Paragraph (e)- -of said Section °9 of said "
Ordinance No. 11490, as amended, which reads as follows:
f "(e) The maximum number of days vacation al-
lowed by the conversion of sick leave credits
shall be no more than five days in a ny one
year, sothat the maximum vacation time which
may be taken in any one year shall be twenty
days including the regular vacation period. ",
shall be and the same hereby is amended to read as follows:
"(e) The maximum number of daysvacation al-
lowed by the conversion of sick leave credits
shall be no more than five days in any one
year, so that the maximum vacation time which
may be taken in any one year shall be twenty -
five days including the regular vacation period."
That the first sentence of Paragraph (c) of
Section 10, of said Ordinance No. 11490, as amended, which
reads as follows:
"(c) That no employee or his estate shall be
paid severance pay for more than two hundred
days' accumulated and unused sick leave credits
at the rate of one -half day's pay for each full
day's credits, nor more than $3,500. ",
shall be and the same hereby is amended to read as follows:

SECT ION 2
This ordinance is hereby declared to be an emergency
ordinance rendered necessary for the preservation of the pub-
lic peace, health and safety.
SECTION 3
This ordinance shall take effect and be in force
from and after its passage, approval and publication.
