The subject property which is vacant and approximately 5 feet below the grade of Marion Street, consists of 12 platted lots having a combined frontage of 481.9 feet on the west side of Marion Street, and two platted lots having a combined frontage of 80 feet on the east side of Galtier Street which is unimproved. The two tracts are now separated by a 20 foot platted alley. The larger tract has an area of approximately 60,141 square feet and the smaller tract has an area of 9,840 square feet for a combined area of approximately 69,981 square feet. Field investigation discloses that there are scattered single- family uses in the area most of which are located to the north, east and south; the properties to the west are now being used for agricultural purposes. Because the single- family residences have established the character of the area, the reclassification of this property to "C" residence would constitute "spot zoning** and permit a use incompatible with the existing uses.
